The World Food Program is looking for Programme Policy Officer (In-kind) SC9 | Kyiv, Ukraine

 Type of Contract: Service Contract (SC) Level 9

Contract Duration: 12 months (renewable)

Closing date for application: 31 July 2023, midnight (Central European Time)

What will you do in this position?

You will support the food in-kind team in the design, management, monitoring, and reporting of a series of activities within the IK overall portfolio. The position will report to the Head of Emergency (Food) and in his absence perform the duties of Officer in Charge/Deputy Head of In-Kind Operations including leading and managing the team, processes, and procedures.

WFP uses a flexible mix of food and cash assistance to support vulnerable Ukrainians wherever they are. This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. WFP reaches between 2 to 3 million Ukrainians every month with this critical assistance.

How can you make a difference?

Under the overall guidance and supervision of the Head of Emergency (Food), you will:

  • Contribute towards the development of ongoing projects and new initiatives, follow up on plans and processes, ensuring alignment with wider program policies and guidelines.
  • Provide project management support to specific and defined programs and projects of considerable size/complexity, ensuring a coordinated approach with wider programs that complies with WFP standards and procedures.
  • Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained, and periodic reports are prepared at various levels including to management and other technical business units.
  • Research and analyze policy and operational issues to support senior colleagues in the development of policies, strategies, programs, and activities.
  • Contribute to the preparation of accurate and timely reporting on programs and activities that enable informed decision making and consistency of information presented to stakeholders.
  • Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects, and highlight potential risks to project delivery.
  • Support the identification, development, and management of potential partnerships to collaborative working leading to improved food assistance packages.
  • Support the capacity building of WFP staff, partners, and national government to prepare for and respond to food assistance needs, eg, through providing inputs into training materials.
  • Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other fields relevant to international development assistance, or First University Degree with additional years of related work experience and/or training/courses.?

Experience:

A minimum of 3 years post-graduate professional and relevant work experience in program design and management, data and systems management, analysis, and reporting, as well as contribution to the implementation of programs. Demonstrated experience in establishing effective partnerships with government entities, and partners, as well as experience in managing teams effectively.

Knowledge & Skills:

  • Deepened technical knowledge through exposure to technical teams.
  • Leadership skills in implementing programs.
  • Contribution to strategy and policy discussions and decision making.
  • Experience in WFP or other UN-specific programs is an added advantage

Languages:  Fluency in English and Ukrainian languages.
