Founded in 1971, Pact works with partners to build resilience, improve accountability, and strengthen knowledge and skills for sustainable social impact. Pact Inc. is implementing a USAID-funded project Public Health System Recovery and Resilience Activity. The primary goal of PHS R&R is to strengthen the Government of Ukraine (GoU)’s capacity to prevent, detect and respond to public health threats, sustain critical public health services during a crisis, and protect the health of all Ukrainians including vulnerable and marginalized groups.

Background

Pact seeks the consultant able to conduct in-depth assessment and analysis based on data analysis of community health needs for further planning and implementing of relevant PHS R&R activities and donor reporting, preparing tools which will help in decision making.

Duties and Responsibilities (Tasks)

• Analysis of statistical and medical data
• Writing ad-hoc SQL requests to data bases
• Creating analytical reports and dashboards
• Support and improvement of existing reports
• Creating and implementing of methodology and algorithm of calculation and analysis of indicators
• Search of anomalies and gaps in behavior of providers in public health system

Period of performance: November 2023 – September 2024 (no more than 110 days in total)

Deliverables

1. Provided reports on the performed tasks (November 2023 – September 2024)

Requirements:

• Analytical thinking
• Higher technical education
• Basic knowledge of statistics
• Knowledge of SQL, writing requests, aggregation, optimization of requests
• Power Bi, Excel (DAX, PQ), experience of working with other Bi will be an advantage
• Experience of working with big data will be advantage
• Experience of working in health care system will be an advantage
• Relevant knowledge and experience in developing and conducting in-depth assessments
• Experience in quantitative data analysis and visualization.
• Strong presentation skills

Selection Criteria

• Demonstrated experience in creation of analytical dashboards – 30 points
• Demonstrated skills listed in requirements section – 30 points
• Fluency in Ukrainian (literate oral and written communications) – 20 points
• Price – 20 points
