Position Summary

The MEL Enumerator will be responsible for data collection through verification/baseline and post-distribution monitoring questionnaires of our programs. Survey respondents will be pre-selected through sampling drawn from program participant lists. The MEL Enumerator will record answers provided by respondents accurately and completely and liaise with their supervisor to always ensure data validity and adherence to pre-planned schedules.

What We’re Looking For

Enumerators will conduct mobile phone data collection using phones that will be assigned to them through CommCare. The MEL Manager and the Program Learning Manager (in person or remotely) will train them on procedures for calling and use of the CommCare data collection system. The data collection exercise is planned to start as soon as the enumerators are recruited.

The enumerators will be responsible for calling respondents and keying the responses to the assigned phones using CommCare software and synching the data in the system. This will be paid on the actual number of days worked. Enumerators will be provided with necessary phones to collect the data. Mercy Corps will also cover costs of data for the phone and phone minutes to make calls. Enumerators are responsible for keeping any Mercy Corps materials safe and must ONLY use Mercy Corps data entry platforms in CommCare for completing the assignment. The data collection exercise will be supported by the MEL Officer and the M&E Manager through daily (in the first week) to weekly debriefs (from week 2 of the data collection process for subsequent weeks). The M&E Officer will validate the collected data and will supervise the exercise.

Each survey is expected to take on average 20 – 25 minutes per respondent and at minimum 15 minutes to complete. Interviews of less than 10 minutes may be excluded as part of the quality control process at the description of Mercy Corps staff. The survey content will be reviewed by Mercy Corps and enumerators during training for any potential areas of concern. Due to their sensitive nature in the rapidly changing context of the conflict, particular attention should be paid to questions related to coping strategies, issues which are known to create discomfort in general. For questionnaires covering participants in Poland, if any respondent indicates unwillingness to answer questions relating to coping strategies, there is a possibility to skip this module. Enumerators must take the time to fully explain why particular sets of data are collected so that respondents become fully aware of the purpose of each activity, and allow respondents to skip non-required questions that they feel uncomfortable responding to where the questionnaire allows this option.

The target population of the survey will be program participants, many of whom have been recently affected by the conflict in Ukraine, may have varying displacement statuses, and may have faced some type of recent trauma. Special considerations and protocols for conducting data collection with these kinds of populations will be included in the training and resources for participants to file a complaint will have been provided previously and will be shared again during data collection.

The MEL Manager, the Program Learning Manager and, for Poland, a MEL Officer will lead enumerator (survey) trainings to ensure that all relevant, including ethical and methodological questions, are addressed before the data collection starts.

Detailed Job Responsibilities

  1. Training:
  • Participate in half-day or full-day training workshops on research ethics, methodology and tools.
  1. Data Collection:
  • Ensure high-quality, valid, and complete data collection for surveys, following training modules and supervisory feedback.
  • Ensure completion of CommCare forms for all cases where respondents have given their consent to proceed with the survey.
  • Explain survey objectives and procedures to respondents and clarify questions as necessary to improve respondents’ comprehension.
  • Identify and resolve noted inconsistencies in responses by re-asking or explaining questions that respondents have difficulties understanding at first.
  1. Data Review:
  • Participate in daily debriefings with supervisors and work with the MEL team to identify and report obstacles to obtaining valid data and report progress.
  • With supervisors, review survey data for completeness and accuracy.
  • Collaborate with the MEL team in providing adequate solutions to data collection issues.
  • Review data obtained from interviews for completeness and accuracy. 
  1. Data Quality Assurance:
  • Coordinate with direct supervisor and MEL team for consistency and quality of completed surveys.
  • Remain available for any follow-up requests from Mercy Corps. 
  • Participate in any final analysis debriefings to share learning on data collection and suggest required adjustments.

Reports Directly To: MEL Officers in Dnipro, Odesa and Krakow/Warsaw

Works Directly With: Mercy Corps implementing partners

MEL and Partnership Teams, Program Learning Team, Cash Team (coordination)

Knowledge & Experience  

Required:

  • Student in Social Sciences or an equivalent degree demonstrating ability of collecting socio-demographic data. Strong preference given to candidates with BA/S degree in social sciences, research methods, economics, related education sector or other relevant field.
  • Strong interpersonal and communication skills, empathy, patience, diplomacy and sound judgment.
  • Rigorous adherence to tight deadlines and excellent work ethics.
  • Minimum one-year experience in quantitative data collection, specifically with Ukrainian populations, refugees or similar work in for-profit sector.
  • Ukrainian and Russian language written and spoken are essential.

Preferred:

  • Proven experience in mobile data collection, preferably with CommCare or ODK platforms.
  • Understanding of quantitative and qualitative data, including survey designs, sampling, data analysis.
  • English fluency (oral and written).

Success Factors

The enumerators will show a high level of integrity and only use valid, truthful answers. They will be able to confidently express themselves, ask questions clearly and following pre-defined questionnaires and clarify any questions or misunderstandings from the respondents. They will ensure accuracy of data and enter responses exactly as expressed by respondents, without any subjective interpretation or personal additions to respondents’ answers and comments. They will be able to create rapport with respondents, show empathy and patience as well as maintain confidentiality of the data collected. They will demonstrate cultural awareness, including ability to handle sensitive data and avoid triggering negative emotional reactions or distressing respondents. They must show endurance by carrying out a pre-defined number of interviews based on pre-planned schedules agreed upon with their supervisor.
