About the Team The Mobile Child Justice Team (MCJT) is currently advising the Department for the Protection of Interests of Children and Combating Violence’s (“Juvenile Justice Department” or “JJD”) and relevant Regional Prosecutors Offices (RPOs) of the Office of the Prosecutor General of Ukraine. The MCJT is also engaged in investigation and case-building advice, support and mentoring to the JJD and RPOs regarding crimes against and affecting children (CAAC). Through continued support to the OPG, the CJT has gained valuable insights and solid understanding to continue supporting and assisting the JJD with the next steps in this process of implementing recommendations in a meaningful and professional manner.

Contract Duration 7 Months with a possibility to extend.

The Role The MCJT’s thematic work on CAAC is expanding and GRC is seeking a highly motivated National Lawyer with relevant CAAC experience to join the MCJT as Deputy Team Lead and provide legal expertise, advice and support. The role will assist in leading, managing, and prioritising the workflow of the MCJT, including monitoring and evaluation of project activities. The National Lawyer / Deputy Team Lead will provide legal advice to the OPG/JJD, RPO and other Ukrainian authorities where needed in building the capacity of Ukrainian legal professionals, mainly investigators and prosecutors, to investigate and prosecute war crimes and other violations of international humanitarian law and international human rights law. The role will also be responsible for establishing and maintaining local contacts, relationships, situational awareness, and opportunities for cooperation with investigative and prosecution agencies working on CAAC, as well as other relevant national and international stakeholders. Key responsibilities will include:

  • Provide support and guidance to the CMJT Lead in shaping the team’s strategic direction, as well as in the preparation and execution of work plans.
  • Provide information and insights concerning domestic laws and practices, including related to child-friendly practices.
  • Lead in the analysis of domestic cases and evidence under the CMJT Lead’s guidance.
  • Coordinate national and international consultants’ activities with the Team Lead.
  • Support with administrative aspects of project management.
  • Identify opportunities to support the OPG of Ukraine and other project beneficiaries and collaborate with the MJT Lead to design relevant strategies.
  • Communicate and coordinate closely with other Deputy MJT Leads.
  • Assume the responsibilities of leading the team as needed in the absence of the CMJT Lead.
  • Ensure the team is compliant with all administrative, operational and security requirements.

Your Background

  • 6+ years relevant legal experience.
  • Post-graduate degree in law, with specialism in international law.
  • Practical experience working with Ukrainian justice actors.
  • ICL / IHL experience in a practical application.
  • Experience in investigation (including supervision of investigations), or prosecutions is desirable.
  • Experience in CAAC, child rights violations, and integration of child-sensitive approaches into international core crimes, including child friendly justice frameworks is desirable.
  • Flexible and creative; able to work in a fast-moving environment; proactive, anticipating problems, and solutions orientated.
  • Practical thinker, able to break down and pursue the elements required to operationalise a strategy.
  • Practical experience in working with highly sensitive material and an ability to demonstrate the requisite skill in storing, sharing, and working with such material.
  • Fluency in English and Ukrainian, written and verbal skills.
