Chemonics International Inc. is looking for a qualified professional to fill the position of Monitoring and Evaluation Manager. 

Chemonics International, an international development consulting firm, seeks a Monitoring and Evaluation Manager for a USAID/Office of Transition Initiatives (OTI)-funded Ukraine Confidence Building Initiative II (UCBI II). The position will be based in Kyiv, Ukraine. 

USAID’s Ukraine Confidence Building Initiative II (UCBI II) complements ongoing USAID efforts to create a prosperous and stable Ukraine.  The program provides fast, flexible, short-term assistance to Ukrainian partners in support of successful, peaceful democratic transition and community cohesion in the wake of the conflict and deepened social tensions in the East.

The program’s overarching objectives are to:

  • Increase acceptance of a Ukrainian civic identity based on common values
  • Broaden participation in Ukraine’s reform process
  • Build trust and acceptance of objective pro-reform information

The majority of UCBI II assistance is delivered as grants to local partners, including goods, services, and technical support. UCBI works closely with a range of partners, including national and local civilian government entities, civil society organizations, media organizations and community leaders to ensure that activities respond to local priorities and address underlying tensions.

Responsibilities for this position include:

  • The monitoring and evaluation manager (M&E manager) will manage all monitoring, evaluation, and communication activities under UCBI II.
  • S/he will be responsible for the overall quality of the project’s M&E systems and ensuring appropriate data capture.
  • Contribute to data analysis and impact assessments on program (primary) and activity (secondary) levels, oversee the design of M&E plans.
  • Develop a system to capture and disseminate knowledge and lessons learned within the project and among project partners.
  • Edit and/or assist PDOs in drafting impact and results summaries for grants and/or other reporting as required.
  • Assist in designing field data collection tools, which allow for quantitative and qualitative analysis. Support development of tools for preliminary profiling and impact assessments as necessary and per direction of the COP and/or OTI CR and DCR.
  • Responsible for management of M&E indicators in the project database under supervisory guidance of the COP and per guidance from OTI CR/DCR.
  • Lead periodic cluster evaluations.
  • Review Activity Database entries to monitor activity development, implementation and M&E plans on an activity-by-activity basis.
  • Assist program staff, and grantees if necessary, with report preparation to ensure that reports capture results and impact.
  • Conduct periodic site visits and attend grantee events and activities to collect data for monitoring and evaluation and document site visits in the database and through photographs, focus groups discussions, observations, stakeholder meetings, etc.
  • Manage scheduling and logistics of field data collection.
  • Liaise with staff in field office(s) to ensure consistency of qualitative information being collected and captured for database entries.
  • Develop and deliver training for field staff in field research/data capture.
  • Train relevant staff on any other tasks/responsibilities as necessary.
  • Perform other tasks as assigned by the COP or his/her designee.

 Qualifications 

  • Bachelor’s degree required.
  • Three (3) years of progressively responsible work experience required, ideally including work in monitoring and evaluation.
  • Experience with USAID or other donor-funded project M&E tasks preferred.
  • Proven skills applying analytical skills and objective reasoning to draw conclusions.
  • Advanced skills in word processing and MS Excel as well as data base and SPSS required.
  • Knowledge and experience working with GIS as an M&E reporting tool preferred.
  • Quick learner who can work independently under minimal supervision and work closely with other staff members, partners, and OTI to meet reporting requirements and compile necessary information gathered from a variety of sources in a timely fashion.
  • Ability to meet deadlines and manage multiple high priority tasks simultaneously.
  • Fluent Ukrainian or Russian and English required.

Supervision

The Monitoring and Evaluation Manager will report to the Chief of Party.
