Молодший спеціаліст з юридичних питань/ Junior Legal Specialist

Deloitte is seeking qualified candidates to serve as Junior Legal Specialist in support of the USAID/ Ukaid Health Reform Support (HRS) project. The position is full-time and will be based in Kyiv, Ukraine.

Project Background and Summary:

The purpose of the USAID/Ukaid Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability and responsiveness of the health care system.
5. Improve service delivery system at all levels.

Background/Objective

The Junior Legal Specialist will provide technical legal assistance to healthcare providers as well as for the national counterparts – Ministry of Health (MOH), National Health Services (NHS), and Ministry of Finance (MOF).

Responsibilities

Duties and responsibilities will include, but will not be limited to:

• develop training materials for specialized care providers on how to operate under Program of Medical Guarantees 2020 (PMG)
• conduct trainings for specialized care providers
• conduct trainings for NHS and NHS local branches staff
• develop and record webinars on key legal issues for healthcare facilities acting as not-for-profit enterprises under implementing PMG 2020
• support HRS activities related to supporting introduction of new financing mechanisms
• develop technical documents (guidelines, analytical notes etc.) related to implementation of PMG 2020
• legal support on regulatory framework for healthcare providers
• provide technical inputs into development of technical documents related to implementation of healthcare financing reform
• analyze regulatory framework on healthcare financing issues
• develop and review legislative and regulatory framework on healthcare financing issues
• draft letters, replies, clarifications etc.
• other legal support as requested by the HRS

Qualification requirements

• Master’s Degree in Law
• At least five years of proven work experience as a lawyer, experience with technical assistance projects is a plus
• Knowledge of law-making techniques and state policy analyses
• General understanding of Ukraine’s health system and reform concepts will be preferred
• Strong communication and negotiation skills, experience in developing and delivering trainings
• Experience in drafting and supporting laws and regulations
• Ability to work in a team
• Excellent planning and time management skills
• Full command in Ukrainian and English
