PLAN INTERNATIONAL  

Founded in 1937, Plan International, Inc. (“PII”) is a development and humanitarian organisation that advances children’s rights and equality for girls. PLAN INTERNATIONAL UKRAINE 

Plan International responded to the Ukraine Crisis since March 2022, starting in countries hosting Ukrainian refugees (Moldova, Romania, Poland) and thereafter expanding humanitarian operations inside Ukraine since August 2022. Since October 2022, Plan International has been duly registered in Ukraine as a representative office of Plan International Inc.  

ROLE PURPOSE

This position will play a key role in establishing and running the human resource and organisational development function in the Ukraine country office.

The Human Resource Manager is a member of the Country Leadership Team (CLT) and is expected to contribute to Plan International Ukraine Response’ Strategy and proactively work with other team members to support PIU to deliver its strategic goals.

The role involves considering the human resource and organisation development implications of both strategic and operational plans, advising management on how to manage talent effectively; considerable forward thinking, analytical thinking and conceptual thinking are required.

The key challenge for this position is around creating a high performing team and safe culture to work in. This role needs individual with:

  • Outstanding interpersonal skills are required, with an ability to motivate others to change by communicating a persuasive rationale and providing practical resources
  • An ability to arbitrate between parties and to find solutions to difficult people issues is necessary
  • An ability to proactively engage with staff and ensure staff have safe space to speak and share views
  • Ability to manage change and effectively communicate change process

Accountabilities

  • Set up and run the daily activities in the human resource (HR) function for the Ukraine country office ensuring compliance with national employment requirements and alignment to Plan International values and behaviours.
  • Have overall responsibility for the design and implementation of relevant HR policies and systems to meet the needs of the response, including but not limited to local and internationally deployed benefits, recruitment and selection policy and procedures.
  • Responsible for monitoring staff welfare and ensuring that staff have access to resources to support their well-being.
  • Ensuring that the Ukraine country office has effective, efficient, and compliant resourcing strategies in place to ensure that the right numbers of staff with the right skills are recruited in a timely and safe way. These resourcing strategies cover local and international recruitments, international deployment and as well as other resourcing options such as volunteers or external agencies.
  • Working with Country Leadership Team to ensure that the response program is structured to efficiently deliver effective program outcomes.
  • Ensuring that all newly recruited staff receive a clear induction which provides a thorough understanding of both their own role and responsibilities as well as key organisational priorities and information
  • Providing line managers and staff at every level with HR advice and support as required to deal with HR issues and questions that arise related to the response.
  • Responding to requests for information or HR reports and trackers as required.
  • Provide effective HR business partnering support to the response management so HR issues and needs are understood and captured in strategies, proposals and programs.
  • Liaising with Finance to ensure all required HR budget requirements are incorporated in to the response master budget.
  • Support proposal development, ensuring appropriate HR costs are incorporated in to funding submissions.
  • Support local partners/civil society organization in strengthening of their internal HR processes and policies, as required.
  • Any other duties as assigned

  • Ensures that Plan International’s global policies for Safeguarding and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

Key relationships

Internal: Country Director, Country Leadership Team, HR Assistant, other support team colleagues in the mission, programs team, Global Hub departments (including People & Culture, legal, humanitarian, finance).

External: payroll provider, government agencies, PIU’s lawyer, other international and national NGOs in Ukraine.

Technical expertise, skills and knowledge

  • Proven HR management experience, including establishing HR functions and working in challenging environments.
  • Proven effective and practical HR management working across several sites and operating in a multicultural and matrix management structure
  • Fluency in English essential.
  • Proficient in Microsoft office packages, and HRIS systems
  • Works and lives with a flexible, adaptable, and resilient manner.
  • Demonstrates awareness and sensitivity to gender and diversity.
  • Willingness to learn and be exposed to new learning opportunities
  • Striving for high performance across the team and for Plan’s business
