Context

The International Institute for Democracy and Electoral Assistance — International IDEA is an intergovernmental organization of 34 member states, with a mission to support sustainable democracy worldwide. The Institute pursues this mission through providing comparative knowledge to reform-makers, assisting in conceptualizing and implementing democratic reform, and influencing policies and politics at national and global levels. International IDEA shares comparative knowledge and supports policy reforms in the following key thematic areas: electoral processes, constitution building, political participation and representation, and democracy assessments. It also addresses the important issues of gender, diversity, and conflict and security as they relate to democracy. The Institute has recently adopted two new priority areas: digitalization and democracy, and climate change and its interaction with democratic governance. It works together with policy makers, governments, UN organizations and agencies and regional organizations engaged in the field of democracy building.

In 2016, International IDEA established its Regional Europe Programme, which aims to support and deepen democracy throughout Europe. To date the programme has supported important reforms in the fields of the integrity of elections and political finance, constitutional review and reform processes, local and regional democracy assessments. It has delivered this support through country and regional projects.

International IDEA is currently looking to expand its programming in Ukraine. To this end, it seeks to recruit a Project Manager, to be based in Kyiv, Ukraine. In coordination with the Brussels-based team, the incumbent will design and lead the implementation of International IDEA’s projects in the country. They will be instrumental in conceptualizing the Institute’s new projects in Ukraine and in fundraising to expand the Institute’s footprint in the country. This work will build on several years of the Institute’s work in supporting Ukraine’s state and civil society organizations since 2016. The Project Manager will do so by providing global comparative knowledge to support democratic reforms by Ukrainian state bodies and civic groups.

Duties and Responsibilities

Manages and coordinates all of International IDEA’s activities in Ukraine.
Leads the design and implementation of International IDEA’s projects in Ukraine primarily in the fields of electoral assistance, parliamentary support, countering of digital harms to democratic processes, fostering responsive and accountable political parties and citizen outreach, and democracy assessments.;
Identifies needs in relevant thematic fields, develops relevant project concepts and leads fundraising efforts locally in support of these new initiatives;
Maintains partnerships with key actors in Ukraine, including representatives of the Central Election Commission, members of parliament and staff of the parliamentary secretariat, representatives of state ministries, academia and civil society;
Works towards closer partnerships and co-creation of project interventions with International IDEA’s Member States and donor agencies based in Kyiv;
Conducts presentations on behalf of International IDEA at various meetings and events related to the mandate and the projects implemented by the Institute;
Manages external consultants and expert contributors to International IDEA’s activities;
Plans, executes, and monitors project budgets;
Leads the monitoring and reporting of projects and supports the evaluation of projects;

General Profile

Combines an in-depth knowledge of current needs in strengthening Ukraine’s democratic processes with a good understanding of international democracy assistance;
Has demonstrated experience in fundraising, implementation, management and reporting on projects funded by international donor agencies;
Possesses strong analytical, writing and communication skills, including the ability to draft high-quality briefing and background notes; contributes to communication materials on project outputs, etc.
Manages assigned projects throughout the project life cycle, i.e. from strategic planning and project design, funding and budgeting to project assessment and accountability; leads meetings and discussions, supervises publications and input from external providers;
Has the intellectual leadership to integrate innovation into his/her field of expertise;
Directly manages contributors to the project, including consultants;
Fosters team-based activities in his/her unit; collaborates with other entities of the Institute;
Acts as a model and mentor for colleagues;
Is expected to travel to any geographical area involved in his/her projects;
Follows internal procedures to ensure high standards of performance and compliance with Institutional guidelines;
Integrates a gender and inclusion perspective in all activities.

Reporting line

Programme Manager, REO
Education and Experience

University degree in political science, law, international relations, public administration or other related disciplines;
Minimum of eight (8) years of relevant experience in strengthening democratic institutions and processes in Ukraine;
Demonstrated experience in conceptualization, formulation and management of projects, including drafting and managing budgets;
Demonstrated experience in successful fundraising, donor relation management, monitoring and reporting of projects.
Fluency in written and spoken Ukrainian and English is essential.
Terms of Contract:

Local Post.
Fixed term appointment for two (2) year.
Remuneration – EUR 3,959 per month
Please note as this is a local post, International IDEA will bear no costs relating to relocation of the selected candidate to the duty station. This position is open to those legally authorized to live and work in Ukraine for the duration of the contract. International IDEA is not able to support work permit applications.
