Who are Plan International?

How have Plan International responded to the Ukraine Crisis?

Since March 2022, Plan International has been responding to the crisis in partnership with civil society organisations in Poland, Romania, and Moldova to meet the needs of those affected by the crisis as well as host communities, and now we are ready to extend our operations in Ukraine itself.

We are supporting an integrated education and child protection response, incorporating mental health and psychosocial support (MHPSS), with cash and voucher assistance (CVA) as a modality.

What can you bring?

We know that this crisis will have devastating long-term effects on women and children in the region and Plan International will play a vital role in responding to these needs as we continue to establish operations in each of the four countries. We plan to transition from the current support provided globally by Plan International’s teams to locally based, longer term staffing.

For our Support section we are looking for a Supply Chain Coordinator or Supply Chain Manager to directly manage all supply chain and logistics related activities.

Role and responsibilities

  • Ensures all donor requirements are implemented as required, supporting partner organisations where needed.
  • Responsible for the development and maintenance of a risk register and implementing mitigation measures.
  • Leads the supply chain function within the emergency response in Ukraine, including the assessment, design, start-up, budget management, and implementation of humanitarian supply chain activities for multiple projects.
  • Support and advise partner organisations on all aspects of emergency supply chain management. Developing and providing trainings as and when required.
  • Represent Plan International in national level humanitarian coordination fora (for example logistics and emergency telecommunications clusters), positioning Plan International as a key actor in the humanitarian response. Supports partner engagement with the clusters and where possible for them to co-lead a cluster.
  • Lead the rapid scale up of procurement activities including the identification of international and local sourcing options in collaboration with Global Hub (and Global Hub LTAs), management of downstream supply pipeline, contracting of goods, services, and work suppliers.
  • Provide technical advice and support to partner organisations on warehouse management if needed which may include setting up of temporary warehouses and transit hubs, renting of warehousing space, contingency stock management and the receipt of donations
  • Responsible for in country fleet management and transport operations
  • Where needed support the identification and establishment of office and staff accommodation, and other premises in a changing and volatile environment. Ensuring that contracts, leases, and other agreements are properly maintained and updated
  • Coordinate asset management including donor liaison, disposal plans, asset verification, compliant purchasing
  • Support partner organisations with the planning and implementation of emergency response distributions, including multi-partner planning, site set up, security, local authority liaison, and material resource planning
  • Deliver all supply chain & procurement in line with the Plan International Inc operations procedures.
  • Together with finance and the Head of Mission develop the logistics master budget. Support partner organisations with the development of their logistics budgets.
  • Lead on all supply chain related reporting and data analytics, providing clear concise reports to the Head of Mission to facilitate decision making.
  • Work closely with ICT Officer to organize the installation of office ICT infrastructure.
  • Leads on health and safety within the in-country operations ensuring operations are compliant with Plan Internationals requirements.
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge

Essential

  • Experience of leading emergency response supply chain function (s), in several different humanitarian crises.
  • Demonstrable experience of donor requirements and reporting.
  • Proven knowledge and experience of risk and fraud identification and management, including short term mitigation strategies
  • Well-developed written and oral communication skills. Able to communicate clearly and sensitively with internal and external stakeholders
  • Strong multi-tasking and organizational skills with an ability to focus both on internal issues as well as external demands
  • Able to work calmly under extreme pressure, volatile & insecure environment and at unpredictable (long) hours during emergency response
  • Demonstrable experience of using humanitarian standards, particularly SPHERE and the Core Humanitarian Standard (CHS)
  • Proven experience of cluster engagement and profiling organisations to an external network of agencies, Government Departments, donors and the UN.
