USAID/Ukraine Energy Security through Competitive Energy Markets ES-CEM project started in July 2018 in Kyiv, Ukraine and will be operating country-wide with the mission to enhance Ukraine’s energy security, to improve the energy legal and regulatory environment and to increase resilience of energy supply, which will help Ukraine to achieve broad-based, resilient economic development to sustain country’s democracy.

Project Summary:

Tetra Tech was recently awarded a contract from USAID/Ukraine for the Energy Security through Competitive Markets Program (ES-CEM). The project will run for five years and will work closely with the Government of Ukraine to establish competitive energy markets, support mechanisms for renewable energy generation and develop improved energy sector policy and strategy.

 Position Summary:

 The M&EL Manager will work on the implementation of the ES-CEM Monitoring, Evaluation and Learning (ME&L) Plan and contribute to the development of the ME&L plan and its revisions. S/he will also coordinate and oversee the collection of all performance data for the project and analyze and report that data.

 The M&EL Manager will report directly to the Chief of Party (COP). She/he will work under the technical guidance of the project’s ME&L Specialist based at Tetra Tech’s headquarters in the United States.

 ME&L related Responsibilities:

• Contribute to the development of the initial ME&L plan, according to the requirements provided in the ES-CEM contract.
• Develop and implement the project’s ME&L system ensuring accurate and timely documentation and reporting of project results. This includes organizing the collection of data for performance indicators, designing data collection mechanisms, developing a spreadsheet system for storing data and troubleshooting data quality issues.
• Prepare quarterly, annual and final ME&L reports, including analyses of measurable accomplishments against activities conducted and program objectives. Ensure that M&EL reports are produced on time and in a technically valid, high-quality manner.
• Under the guidance of ME&L Specialist from headquarters, provide training to project staff on M&EL, the performance indicators, and how to collect the needed data. Ensure that the project’s technical staff collect the required data for all performance indicators.
• Conduct data quality assessments including data review and interviews.
• Produce requested analyses of the data responding to requests from Tetra Tech, MSI and the USAID Mission in Ukraine.
• In accordance with USAID’s Gender Policy, continuously monitor gender implications and opportunities, as well as collect disaggregated data related to sex and social inclusion.

Qualifications:

• Degree in social sciences or related field.
• Minimum three, preferably more than five years of experience conducting ME&L work for an international donor project
• Strong practical experience in data collection and data management
• Preference for past work related to the energy sector
• Ability to work in a team environment.
• Ability to produce high quality work under deadlines.
• Strong organizational, coordination, and interpersonal skills.
