The UNDP Country Office (CO) in Ukraine sought to reposition itself strategically to better respond to the UNDP Strategic Plan 2022-2025, UN Transitional Framework, Country Programme Document (CPD) 2018-2023 and UNDP’s Resilience Building and Recovery Programme for Ukraine, as well as the articulated need to work in a more integrated and collaborative manner to help Ukraine address interrelated challenges caused by the full-scale war and preserve hard-won development gains.

Relying on its expertise in converging humanitarian, development and peacebuilding goals, UNDP, as part of the coordinated UN response, is assisting the people and the Government of Ukraine to recover and reconstruct now, ensuring that immediate needs are linked to long-term goals. The work we implement today will have a long-term sustainable impact, supporting the country’s efforts to achieve the Sustainable Development Goals.

Leveraging its almost 30-year history in Ukraine and its established presence on the ground, and in close cooperation with state authorities and local communities, UNDP prioritizes approaches that are inclusive, just and green. Throughout the war, UNDP has been working with local authorities to sustain essential service provision, to facilitate access to humanitarian aid, to support mine clearance and debris removal so people can return home, and much, much more. 

UNDP’s programme portfolio design has been developed whereby the CO will use three work streams, which will align existing project-level interventions behind programmatic portfolios supported by an Operations Team. These are: 1) Democratic Governance, 2) Environment and 3) Inclusive Development, Recovery and Peace Building.

Given the imperative to support the country in its response to the challenges triggered by the war, the implementation of the SDGs and improve human development in the most excluded and vulnerable populations, the interconnection among these areas, providing an integrated approach to advocate for sustainable Human Development and reduction of inequalities, is a priority for the CO.

Position Purpose

In this context, the Programme Specialist (Team Leader), Inclusive Development, Recovery and Peacebuilding is deemed a key element to the success of this thematic area. Under the guidance and supervision of the Deputy Resident Representative (DRR), the incumbent is responsible for the management of UNDP programme within the thematic/sectoral areas assigned. As such s/he is entrusted with the oversight of the Inclusive and area-based Development, Recovery and Peacebuilding initiatives covering a wide arrange of issues and programme sub-themes including  crisis response and prevention, SDG mainstreaming and localization, inclusive growth, strengthening the social fabric etc. ensuring effective and accountable programme oversight and quality assurance with careful consideration to two focal sub-thematic areas: 1. Inclusive and Area-based development and SDG localization, and;  2. support recovery and peacebuilding efforts in the war affected areas

The Programme Specialist (TL) analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within his/her portfolio, as well as providing strategic policy advice support. She/he will provide policy and programmatic guidance to other members of the Programme Unit, especially regarding cross cutting issues. S/he will give emphasis to strategic positioning of the office and strategic advice, policy advocacy, programme design and monitoring, partnership and pipeline building and maintaining, team management and supervision, and innovation within the thematic area assigned.

The incumbent is also entrusted to promote the inclusion of cross cutting programme considerations with special focus to the rights of vulnerable groups and constituencies. Thus, she/he must have an excellent capacity to engage a diverse stakeholder base and to effectively network for solid partnership building and joint programming (public-private, civil society, South-South, etc.) including World Bank and other IFIS, including the European Investment Bank and the European Bank for Reconstruction and Development.

S/he provides management, oversight of the team under the assigned thematic area as well as substantive backstopping to senior management as required. The incumbent will also endeavor to engage in collaborative policy discussions under the oversight of senior management, with programme and project personnel to ascertain emerging needs in the thematic area as well as opportunities to capitalize on new or innovative programme strategies as well as to ensure coherence of programme strategies and activities. 

Duties and Responsibilities
  • Develops programme strategies in the UNDP CO in the area of Inclusive Development, Recovery and Peace Building.
  • Ensures management, quality control and implementation of portfolio results and management of the team.
  • Ensures the development of strategic partnerships and implementation of the resource mobilization strategy.
  • Provision of top-quality policy advice services to the partners including the Government and facilitation of knowledge building and management.

Develops programme strategies focusing on achievement of the following results:

  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to UNPF, CPD, CPAP and other documents.
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned.
  • CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management 

Ensures management of Inclusive Development, Recovery and Peace building portfolio and team

  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
  • Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into programmatic interventions in Ukraine. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
  • Manages and oversees initiation of a project, presentation of the project to PAC, entering project into Atlas finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Perform functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects.
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NIM projects.
  • Follow up on audit recommendations. All exceptions are timely reported.
  • Effective monitoring, measuring the impact of the CO programme and evaluation. Constant monitoring and analysis of the programme environment, timely readjustment of programme.
  • Oversees the preparation of aggregate reports on activities, outputs and outcomes. Clearance of donor reports.
  • Organization of cost-recovery system for the services provided by the CO to projects in close collaboration with the Operations Manager.
  • Ensures the organization of regular unit meetings
  • Review of individual and team’s performance and provision of required coaching, guidance, mentoring and empowerment.

Ensures the development of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

  • Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.
  • Foster strategic partnerships for joint programming within and outside the UN system.
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

Ensures provision of top-quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
  • Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
  • Promote innovative programme areas and good practices in thematic area.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of trainings for the operations/ projects staff on programme issues

Required Skills and Experience
 
Education:
  • Master’s degree or Bachelor’s in  social policy, public policy, politics, economics, business administration, development studies or a related area.
Experience:
  • Master’s Degree with 5 years or Bachelor’s with 7 years of progressively responsible work experience in international development with experience in policy design on Area Development, Recovery and Peace building, and post crisis development
  • Experience coordinating and liaising with government agencies and/or donors.
  • Excellent written and verbal communication skills.
  • Experience working in the UN System is an asset.

Language:

  • English and Ukrainian Proficiency
