Water consultant for USAID DOBRE program/ Консультант з водопостачання в програму USAID DOBRE

Global Communities is implementing the USAID funded Decentralization Offering Better Results and Efficiency (DOBRE) program in Ukraine.  Launched in 2016, this 5-year project is helping leaders of newly formed Amalgamated Territorial Communities (ATC) to effectively manage resources, increase the quality of public services, stimulate local economies, and improve citizen engagement.

The Consultant will work in those DOBRE partner communities having considered the Service of Water Supply and as priority. The Consultant will assist communities to elaborate Service Delivery Improvement Plan (SDIP) on Water Supply/Sewer collaborating with DOBRE Kyiv and Regional Offices Staff and/or other consultants committed to establishing SDIP in amalgamated communities. Particularly, the Consultant will work closely with established WGs, municipal authorities, citizens.

The range of activity embraces:

 Task 1. Baseline study and analysis, review of the service current context, including*:  

  • Elaboration of Questionnaire on the current context of Water Supply and technical features of the service, including service current coverage, user charge collection rate, other characteristics on technical details of Water Supply, information on the service provider, other details.   
  • Stakeholders consultation, interviews and briefings through meetings with WGs, LG service providers, and other key informants, interviewing specialists, authorities and other stakeholders, pick the necessary data up from the elaborated Strategic Plans/DOBRE/FRDL.
  • Provision of empiric observation on current context of the service visiting constituents of the amalgamated communities – settlements and meeting with community members
  • Working closely with WG on review and summary of problems concerning the service of Water Supply/Sewage 
  • Reporting activities

* in some communities the consultant may skip some activity in coherence with Kiev Staff and partner consultant/project officers.

Task2. Service targets and Planning include**:

  • Facilitate the definition of long term goals in the areas of Legislative framework/ordinances and service administration, Financial Sustainability, Technical Improvement, Citizen outreach and transparency, and service objectives
  • Work with other consultants and officers assigned in the community to define service standards, performance outcomes, indicators through which the service quality can be measured and assessed.
  • Work with WGs to define projects proposals, objectives and tasks to solve problems and compile the Implementation/Action plan,
  • help the WG to prioritize projects and define schedule/period of implementation with an indication of budget sources by years.
    ** in some communities the consultant may skip some activity in coherence with Kiev Staff and partner consultant/project officers

Task 3. Operation and Maintenance, energy spending and hydraulic analysis including:

  • Recommend and outline Operation and Maintenance Plan for the service prospective activity
  • Provide energy efficiency and hydraulic analysis to central water supplying system in the communities
  • Elaborate recommendations on energy efficient equipment for water supplying systems in the communities
  • Prepare narrative and technical requirements on the selected types of equipment to organise procurement

  
  Task4. Monitoring of Water Projects, including 1 field visit to each community.

  • To do monitoring visit to each community after water project implementation to insure that all equipment bought by DOBRE/USAID  program installed and working correctly
  • Prepare report on each water project implemented with DOBRE/USAID assisstance

  TOTAL LoE  – 126 Days

Deliverables 
                                                                          
In each assigned DOBRE partner community, the selected applicants will be expected to produce deliverable(s) related to the specific Task(s) described above:

 

  1. Baseline Questionnaire, Service Delivery Improvement working group(s) create public services data base, including the review and analysis of the current service issues
     
  2. Recommendations how to improve water service based on energy spending and hydraulic analysis
  1. Prepare narrative and technical requirements on the selected types of equipment to organise procurement
  2. Reports on implemented projects
