Enabel, the Belgian agency for international cooperation, is seeking a Communication Expert/Officer.

The Barrier-Free Office supports the Ministry for Development of Communities and Territories of Ukraine in shaping an inclusive, accessible, and barrier-free environment in Ukrainian communities by integrating the principles of universal design, inclusion, and equal opportunities into planning, recovery, and spatial development processes at the national level. 

Experts of the Barrier-Free Office work under the direct supervision of designated representatives of the Ministry for Development of Communities and Territories of Ukraine and report to the Ministry and Enabel.

DIPLOMA AND/OR LEVEL OF EDUCATION REQUIRED FOR THE JOB

Master’s degree (communications, public administration, or related fields)

TECHNICAL SKILLS REQUIRED FOR THE JOB

• fluency in Ukrainian and English B2 (oral and written) is required.
• excellent writing and storytelling skills;
• strategic thinking (beyond basic social media management);
• project coordination skills.

SCOPE OF WORK

Results area 1: Institutional & Strategic Communication 

• Develop and implement the communication strategy for the project;

• Ensure visibility of the Ministry, donors (Enabel), and partners;

• Communicate results (routes, kilometers, number of facilities, impact); 

• Coordinate presence in media, digital platforms, and public events;

• Develop storytelling focused on real users (veterans, parents with children, elderly people). 

Results area 2: Digital & Public Presence 

• Manage social media and online platforms;

• Create content (texts, visuals, video);

• Monitor public perception and feedback;

• Engage audiences and respond to inquiries.  

Results area 3: Community Engagement & Communication for Development 

• Support communication campaigns in pilot communities;

• Engage residents in co-creation of barrier-free routes;

• Facilitate consultations with people with reduced mobility;

• Adapt communication approaches to local context;

• Promote ownership of projects by communities and businesses.
