SUMMARY:
Eurasia Foundation (EF) is a US-based non-profit, nonpartisan organization committed to helping citizens in countries in transition realize their full potential and transform their societies. EF supports governments and citizens to enhance responsive, accountable, and transparent governance, and helps citizens build a stronger, more resilient civil society.
EF is leading implementation of the Digital Transformation Activity (DTA), an innovative eGovernance program that aims to bolster Ukraine’s digital transformation to promote the nation’s economic revitalization, transparency in reconstruction, and democratic governance during the ongoing conflict and beyond. DTA is co-funded by USAID and UK Dev.
EF is recruiting the Head of the Project Management Office.
The Head of the Project Management Office (HPMO) is responsible for the successful execution and delivery of DTA’s technological interventions. The HPMO provides strategic leadership and oversight for the DTA project management team, which will include senior project managers, several project managers, product owners, and business analysts. The HPMO collaborates closely with the two Deputy Chiefs of Party (DCOPs) and the program leads across DTA’s three objectives. The HPMO oversees a team of 12 staff and reports to the Chief of Party.
KEY RESPONSIBILITIES:
- Provide technological expertise and guidance to the DCOP for eGovernance and program leads as they design digital reform projects with DTA beneficiaries.
- Oversee management of the DTA IT project portfolio, ensuring alignment with program and organizational priorities.
- In collaboration with the DCOP for eGovernance, ensure smooth coordination between Government of Ukraine beneficiaries and implementing partners.
- Ensure effective PMO resource management, including budgeting, forecasting, and optimal resource utilization across IT projects to maximize PMO efficiency.
- Implement risk management processes and monitor risk throughout the technological project lifecycle.
- Define and track key performance indicators (KPIs) for projects and portfolio success.
- Establish templates for IT project documentation to be used by the DTA PMO and program staff.
- Identify opportunities for process improvement, streamlining workflows, and implementing best practices to drive IT project success.
- Evaluate and implement project management tools and technologies to enhance efficiency.
- Foster a positive and collaborative project management culture within the organization.
- Manage the PMO team as well as contracted short-term consultants.
- Provide training and professional development opportunities for project managers and the whole DTA team.
- Implement lessons learned and best practices from completed projects.
- Contribute to annual work plans and to program monitoring, evaluation, and reporting.
CORE QUALIFICATIONS:
- Bachelor’s degree in IT, engineering, business administration, or a related field.
- Recognized project management qualification, such as PMP, PRINCE2, Agile, AMP, Certified ScrumMaster, Agile Certified Practitioner, or others.
- Minimum 5 years of experience in project management required.
- Technical expertise and experience in designing and managing long-term and short-term development programs. Experience working on USG-funded programs an asset.
- Demonstrated expertise and experience with digital governance and anti-corruption an asset.
- Proven ability to lead, mentor and develop staff, manage budgets and plan strategically and creatively to meet specified objectives.
- Proven ability in managing large-scale projects, including overseeing development, implementation, and training for new digital systems.
- Experience in designing and delivering training programs and workshops, particularly in digital competencies and public sector digitalization.
- Strong analytical skills with the ability to identify challenges, propose solutions, and evaluate the impact of initiatives.
- Knowledge of the challenges and opportunities in public sector IT development.
- Familiarity with AI-powered technologies and open-source software an asset.
- Excellent speaking, writing, reporting and other communications skills in English, and native or near-native Ukrainian.
