Chemonics International Inc., an international development consulting firm, seeks a Ukrainian professional for the following short-term position for the USAID Justice for All (J4A) Activity in Kyiv, Ukraine:

IT Specialist to Develop Terms of References

Duties and Responsibilities:

♦ Conduct analysis of the legal framework related to the functioning of the Unified State Register of Legal Acts and By-Laws

♦ Conduct assessment of the existing processes in the Unified State Register of Legal Acts By-Laws

♦ Explore the needs and expectations of the Ministry of Justice of Ukraine with regard to tools and functions that should be accommodated by the updated Unified State Register of Legal Acts By-Laws.

♦ Based on the conducted study draft concept of the updated Unified State Register of Legal Acts By-Laws specifying the process of legislation publication

♦ Produce terms of references (TOR) for the updated Unified State Register of Legal Acts and By-laws including requirements for the structure and functioning of the Register; requirements to the information structure of the Register; prospects of the development and modernization of the Register; requirements for the software of the Register; information on security requirements as well as estimations of the monetary value\cost of the launch of the updated Register and amount of related procurements.

 Job Qualifications:

♦ Degree in IT or other relevant discipline from a Ukrainian university.

♦ No less than 5 years of experience in business analytics and/or software development.

♦ Experience in the development of Terms of References for software products, databases and registries preferred.

♦ Excellent writing and speaking skills in English and Ukrainian.

♦ Advanced MS Office user.

♦ Previous USAID or other international donor experience preferred.

♦ Knowledge of the Ukrainian legal and judicial system preferred.
