Загальна інформація

Фонд «Партнерство за сильну Україну» (ФПСУ) – Фаза 2 (PFRU-2) — це багаторічна програма, що фінансується кількома донорами та управляється Міністерством закордонних справ, Співдружності націй та розвитку Великої Британії (FCDO) у співпраці з Урядом України.
Метою PFRU-2 є створення кращих умов для того, щоб українська держава у партнерстві з громадянським суспільством та приватним сектором могла очолити інклюзивне національне відновлення та розвиток в умовах агресії з боку Росії.

Цілі

У рамках своїх проектів ФПСУ надаватиме технічну допомогу та підтримку МВС України для розбудови його інституційної, операційної та адміністративної спроможності з метою виконання своєї функції як власника Єдиного реєстру осіб, зниклих безвісти з особливих обставин.Очікується, що IT – менеджер розробить набір специфікацій, які будуть використовуватися при оголошенні тендера для розробки необхідних ІТ-рішень і рішень безпеки та відборі пропозицій від потенційних постачальників пошуку постачальників і збору пропозицій від потенційних постачальників.

 Обов’язки

• Супровід тендерного процесу, включаючи розробку тендерних вимог, документів та технічну оцінку пропозицій. 
• Допомога обраному вендору у підготовці user stories, use cases, вимог, специфікацій та іншої документації, а саме: консультації, додавання додаткового контексту, структуризація розуміння вимог/специфікацій, уточнення DoR (Definition of Ready)/DoD (Definition of Done)
• Надання експертного внеску за запитом, включаючи потенційну участь у технічних оцінках вендора і підтримку з моніторингу та укладення контракту з обраним постачальником для впровадження ІТ-рішень. 
• Консультація та контроль впровадження рішень і проведення внутрішньої та зовнішньої оцінки прийнятності рішення. Визначення критеріїв прийнятності рішення. 
• Оцінка роботи та вимог до етапів виробництва та пост-продакшну.
• Контроль виконання робіт, згідно визначеного плану та допомога у координації з безпосереднім отримувачем ІТ рішень для вирішення питань щодо строків здачі проекту, якості продуктів та послуг.

 Вимоги

• Бажаний ступінь бакалавра з комп’ютерних наук, інформаційних технологій або у відповідної галузі. 
• Мінімум 5 років роботи IT Проектним менеджером та/або бізнес-аналітиком. Досвід роботи Product Owner буде плюсом.
• Досвід написання user stories, кейсів та критеріїв прийняття для бізнес-процесів. 
• Знання та розуміння роботи мереж, баз даних, Big Data, AI та дотичних технологій. 
• Практичний досвід документування бізнес-процесів, інтерфейсів користувача, структур даних, UML. 
• Досвід у визначенні вимог для серверних API, клієнтської інфраструктури, технічної відповідності тощо. 
• Досвід роботи у Agile середовищі. 
• Досвід побудови делівері процесів та успішні кейси реалізації програмних продуктів з нуля.
• Вміння складати функціональні та нефункціональні вимоги, проектувати use cases та системні діаграми. 
• Досвід складання схем розвитку бізнесу інформаційної архітектури, політик розвитку, стандартів та довідкових систем. 
• Володіння англійською мовою.

 Підпорядкування

IT – проєктний менеджер підпорядковується Старшому раднику з питань зниклих безвісти та працюватиме у тісній співпраці зі співробітниками програми PFRU.

PFRU-2 Recruitment – Candidate Application

Background

The Partnership Fund for a Resilient Ukraine – Phase 2 (PFRU-2) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine. PFRU-2’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression.

Purpose:

As part of its projects, the PFRU will provide technical assistance and support to the Ministry of Internal Affairs of Ukraine to strengthen its institutional, operational, and administrative capacity in order to fulfill its role as the owner of the Unified Register of Persons Missing Under Special Circumstances. The IT Project Manager is expected to develop a set of specifications to be used for announcing a tender for the development of the necessary IT and security solutions, as well as for identifying and collecting proposals from potential suppliers.

Principal Duties and Responsibilities:

• Support of the tender process, including the development of tender requirements, documentation, and technical evaluation of proposals.
• Assistance to the selected vendor in preparing user stories, use cases, requirements, specifications, and other documentation, including providing consultations, adding additional context, structuring the understanding of requirements/specifications, and clarifying the Definition of Ready (DoR) / Definition of Done (DoD).
• Providing expert input upon request, including potential participation in the vendor’s technical evaluations and support in monitoring and concluding a contract with the selected supplier for IT solution implementation.
• Consulting and overseeing the implementation of solutions and conducting internal and external assessments of solution acceptability. Defining acceptability criteria for the solution.
• Evaluation of work and requirements related to production and post-production phases.
• Monitoring task execution according to the defined plan and assisting in coordination with the end user of the IT solution to resolve issues related to project delivery timelines, product and service quality.

Qualifications:

• A Bachelor’s degree in Computer Science, Information Technology, or a related field is preferred.
• Minimum of 5 years of experience as an IT Project Manager and/or Business Analyst. Experience as a Product Owner is a plus.
• Experience in writing user stories, use cases, and acceptance criteria for business processes.
• Knowledge and understanding of networks, databases, Big Data, AI, and related technologies.
• Hands-on experience in documenting business processes, user interfaces, data structures, and UML diagrams.
• Experience in defining requirements for backend APIs, client infrastructure, technical compliance, etc.
• Experience working in an Agile environment.
• Proven experience in building delivery processes and successfully implementing software products from scratch.
• Ability to define functional and non-functional requirements, design use cases and system diagrams.
• Experience in developing business information architecture roadmaps, development policies, standards, and reference systems.
• Proficiency in English.

Management of the Assignment: 

The IT Project Manager will report to the Senior Advisor on Missing Persons and work in close collaboration with the PFRU program staff.

Period of Performance: 01/07/2025 – 30/09/2025 (3 months with the possibility of extension)
