IFES is a non-profit, non-partisan international organization. As the global leader in democracy promotion, IFES advances good governance and democratic rights by providing technical assistance to election officials; empowering the underrepresented to participate in the political process; and applying field-based research to improve the electoral cycle. Since 1987, IFES has worked in over 145 countries, from developing democracies to mature democracies.

Since 1994, IFES has played a significant role in promoting electoral, administrative and legal reform in Ukraine.  In cooperation with partners in Ukrainian civil society and the Central Election Commission (CEC), IFES is working to foster dialogue on electoral reform, build the capacity of local NGOs, institutionalize best practices in training election officials, and ensure more equal representation in the electoral process for disadvantaged populations, especially women, representatives of national minorities and persons with disabilities.

IFES is seeking applications to fill in the position of Safe Haven Manager. Under the supervision of the Senior Administrative Manager, the Safe Haven Manager’ responsibilities will include the following: 

MAJOR DUTIES AND RESPONSIBILITIES

  • Oversee IFES Ukraine Safe haven:
  • Make sure all safety and security equipment is in working condition, including test launch of the generator, and test calls on a satellite phone.
  • Make sure Safe haven has a stock of necessary goods such as food, first aid sets, and other necessities for survival items.
  • Ensure safety and security of the residential part of the building;
  • Keep the house neat and help with maintaining house equipment.
  • Provide assistance to IFES staff: delivery, transfers, and escort staff when necessary.
  • In close cooperation with Senior Administrative Manager implement security measures according to the security situation in the area.
  • In case of escalation of the security situation in the area, ensures the access and stay of IFES staff in the Safe haven.
  • Organize life in the safe haven in case staff decide to use it.
  • Stay in the Safe haven at 10-15 days/nights during the month.
  • Not standardized working hours, including weekends.
  • In case of escalation, stay in the shelter 24/7.
  • In case of need drive IFES personnel out of the zone of escalation.

SKILLS and SPECIFICATIONS

  • Ability to remain highly organized while handling multiple tasks under stress;
  • Ability to complete tasks without supervision;
  • Excellent communication skills;
  • Possess personality soft skills, such as decency and reliability;
  • Willingness to adhere to all principles of confidentiality;
  • Ability to show initiative, good judgment, and resourcefulness.
  • Driving license, personal vehicle is required.

EDUCATION AND QUALIFICATIONS

  • Prior military, security-related experience is a plus and/ or related education;
  • Experience working with an international organization preferred;

 LANGUAGE SKILLS: Fluency in Ukrainian is required, good command of English is a plus.

TRAVEL: Travel may be required.
