The Program / Department / Team
The Mercy Corps Finance Department is responsible for all financial functions in Ukraine, including accounting, payments and banking, payroll, budgeting, financial reporting, and grants financial management and compliance. The Mercy Corps Finance Department ensures compliance with donor regulations, local legislation as well as Mercy Corps’ internal policies and procedures. In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.
General Position Summary:
Working in the Finance Department under the supervision of the Finance Coordinator, the Chief Accountant will ensure the accuracy and completeness of Mercy Corps accounting records and will have primary responsibility for managing the monthly accounting cycle according to Ukraine Accounting Standards.
Essential Responsibilities
Safeguarding Responsibilities
- Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
- Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
- Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.
Accounting Management
- Daily management the Finance assistant.
- Manage the monthly accounting cycle, ensuring the accuracy and completeness of the UA ledger, sub journals and all supporting documentation in all country offices.
- Primary responsibility for maintaining the general ledger software files, including set up and maintenance of new project accounts, regular back up of files, etc.
- Review sub journals and upload data to the Ukraine general ledger.
- Prepare month end balance sheet account reconciliations.
- Ensure assets reconciliation.
- Coordinate the preparation and ensure the on-time submission of the annual reporting package to Tax Authorities.
- Oversee the maintenance of all accounting records, ensuring that records are complete, accurate and safeguarded.
- Assist the Finance Manager in responding to audit inquiries.
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
- Management support of the electronic document flow system VCHASNO
Human Resources
- Collaborate with the people team to promote staff access to high quality learning opportunities in the field of finance.
- Assist with the on-boarding of team members, ensuring they are set up for success and familiar with internal finance policies and procedures
Risk Management
- Engage with country teams on the audit process to track findings and ensure country team compliance with audit findings and recommendations.
Security
- Ensure compliance with security procedures and policies.
- Proactively ensure that team members operate in a secure environment and are aware of policies.
Supervisory Responsibility Finance Assistant.
Accountability
Reports Directly To: Finance Coordinator
Works Directly With: Operations Lead, Payroll Officer, HR Director.
Minimum Qualifications & Transferable Skills
- Four or more years of general ledger accounting experience is required.
- A university degree in accounting is required.
- Two years’ experience in the Accounting Department of an international NGO is preferred.
- Demonstrated competency with computerized general ledger software (BAS software preferred).
- Advanced computer skills in MS Office programs, particularly Excel.
- Prior management experience and strong organizational skills.
- English skills will be an advantage but not critical for the position.
Success Factors:
An ability to interact effectively with international and national personnel is required. A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary. A high professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential.

During the field trips living conditions will be adjusted to the field conditions.
