The purpose of TAPAS is to financially support Ukrainian citizens and the Government of Ukraine (GoU) to reduce or eliminate corruption in key public administration functions and services and build trust of Ukrainians in their government based on demonstrated transparency, accountability and improved services. The activity focuses on three areas: 1) large scale use of electronic procurement in Ukraine; 2) an effective Open Data program; and 3) transparent and efficient public services in the form of eServices. The Product Owner will be a member of the USAID and UK aid funded Transparency and Accountability in Public Administration and Services (TAPAS) activity. The Product Owner will report to the Senior eServices IT Project Manager. This role will be responsible for defining the vision of the technical solutions developed under the eServices component, create product development road maps, manage the product backlogs and prioritize them based on changing requirements as well as oversee all stages of product creation including design and development of the user stories. Responsible for the product development, monitoring and evaluation.
Essential Functions
- Support the eServices team in defining the priority public services to be digitized according to eServices stakeholders’ needs;
- Regularly analyze the international experience of public services digitalization to implement the best digitalization practices in Ukraine;
- Partner with stakeholders of eServices to define roadmap and prioritization of services delivery;
- Conduct regular meetings with stakeholders to gather the software requirements for a product;
- Provide direction and oversight to the team of business analysts supporting the delivery teams;
- Together with business analyst, develop technical requirements, specifications and terms of reference for software products;
- Perform user acceptance testing;
- Work with 3rd party software development companies to digitize state services and provide them with regular advice on technical questions and best digitalization solutions;
- Ensure the compliance of a software product with the requirements and expectations of stakeholders, as well as with the tasks of annual implementation plan;
- Together with IT Project Manager, keep track of any risks related to the project and develop the strategies to mitigate possible risks;
- Present program activities and results to the stakeholders;
- Support the legal specialists in development of legislative acts regulating the provision of public eServices;
- Contribute to the project communication efforts to increase the public awareness about new eServices;
- Contribute to annual work plans and to program monitoring, evaluation, and reporting, ensure timely and accurate information provided;
- Other duties as assigned.
Education
- Master’s Degree in Management, IT, Economics, other related field; A combination of relevant academic qualifications and experience in eServices implementation may be accepted in lieu of advanced university degree;
Qualifications/Experience
- At least 3 (three) years of respective work experience;
- Proven experience in the software development of services, products and data exchange technologies;
- Experience in writing technical requirements and specifications for IT products;
- Experience in business process modeling and knowledge of BPMN and UML;
- Professional skills of working with JIRA/Confluence and other online project management tools – mandatory;
- Demonstrated knowledge of the main eServices stakeholders;
- Excellent organizational skills and attention to details;
- Native Ukrainian required; English writing and spoken proficiency required.
