Role Summary: 

The Finance Controller is supporting the delivery, integrity, and control of The HALO Trust’s monthly and annual accounting close process. The role ensures accurate, timely, and fully reconciled accounting records in line with HALO policies, donor requirements, and statutory obligations. The Finance Controller will support the DHoF – Accounting with accounting and quality control and operational tasks.

Key Working Relationships: will report directly to the Deputy Head of Finance Accounting- Ukraine and will work closely with other departments and with the accounting and finance team.

Key Objectives:

  • Support the DHoF -Accounting in tasks and quality control
  • Support timely and accurate monthly and annual closes
  • Strengthen balance sheet integrity and reconciliation discipline
  • Reduce audit and financial control risks
  • Support high-quality management, donor, and statutory reporting

Key Responsibilities:

Monthly / Annual closing

  • Manage and enforce close timetables in line with HALO deadlines
  • Coordinate and document the year-end closing procedures in collaboration with DHoF’s accounting department.
  • Review accruals, prepayments, estimates, depreciation and allocations
  • Review journals for accuracy, compliance, and supporting documentation
  • Ensure all balance sheet accounts are reconciled monthly
  • Prepare close checklists and sign-off documentation for the monthly and annually closing process

 Accounting / Reporting Quality

  •  Ensure consistency between GL, sub-ledgers, and supporting schedules
  • Review trial balances and investigate variances or anomalies
  • Support monthly financial reporting and schedules
  • Ensure cost allocation aligns with HALO policy and approved budgets
  • Maintain audit-ready documentation standards

Financial Controls & Compliance 

  • Enforce HALO accounting procedures and delegated authorities
  • Supporting documents for monthly and annual closing are compliant with HALO Finance SOPs.
  • Ensure effective segregation of duties and approvals
  • Identify control weaknesses and recommend corrective actions
  • Review and improve the internal control system (ICS) in the finance processes
  • Approval of payments and creating monthly request for funding.
  • Support financial risk management initiatives
  • Ensure accurate use of NetSuite and related systems
  • Support system integrity and close process improvements

Audit& Statutory Support

  • Support the production of transactional reports/documentation for grant/contract audits
  • Prepare accounting schedules for audits in cooperation with HQ Finance
  • Assist with statutory compliance documentation
  • Act as focal point for accounting-related audit queries
  • Support tracking and implementation of audit recommendations

 Management

  • Provide financial advice and support on finance related issues
  • Provide technical guidance to accounting staff
  • Support development of National Finance SOPs and templates and aligning them with the Global HALO SOPs.
  • Collaborate with the National Finance and Project Finance team to ensure effective delivery of programme finances

Reguirements

  • Bachelor’s degree in finance, Accounting or related discipline.
  • 4–6 years’ experience in accounting or financial control role
  • Excellent understanding of statutory reporting and accounting standards Exceptional interpersonal and communication skills.
  • Experience of mentoring and advising Finance specialists
  • Strong numeracy and IT skills essential, and proficient in the use of Microsoft Office.
  • Fluent in written and spoken Ukrainian and English.

Working conditions:

  • Labour law contract (24 days of annual leave, paid sick leave).
  •  Official salary
  • Daily allowance 800 UAH paid during business trips (business trips are provided).
  • Work schedule -5/2 (8:00 – 17:00, one-hour lunchbreak (40 working hours per week).
  • Medical and life insurance.
  • Basic psychosocial assistance.
  • Provision of all necessary material stuff and equipment.
  • Shuttle bus from Lisova metro station (Kyiv) and around Brovary.
  •  Assistance at the childbirth (Baby Box) and in enrolling a child in the 1st grade (1st Grader Set)
  • Military exemption (80% of the staff).
  • Work location – Brovary.
