Global Communities is implementing the 18-month, Community-Led Emergency Action and Response (CLEAR) program with support from the United States Agency for International Development’s Bureau for Humanitarian Assistance (USAID/BHA) to respond to humanitarian needs in Ukraine. The program is designed with the goal of saving lives, reducing suffering, and addressing needs while supporting communities to lead their own response.  

LEAR will focus on 20 communities Chernivtsi and Chernihiv Oblasts, to be selected jointly with our local partners and based on a rapid needs assessment conducted during co-creation. However, the emphasis will be on communities outside of major city centers that are underserved by the international response. This marries a needs-based response with our unique ready access to more remote communities and existing relationships there for an efficient response. Activities are in line with priorities of the Ukraine Humanitarian Appeal and the Ukrainian government, and all assistance will be aligned with relevant Cluster guidance and Sphere and other standards.  

 BACKROUND 

The Field Operations Manager will be assigned a geographic region of responsibility and will support the Director of Operations in overseeing daily operations, logistics, procurement, transport, warehousing and other needs of the project, which may change dramatically over time in response to the ongoing humanitarian crisis.  The FOM is ultimately responsible for strong collaboration with the technical, program, grants, finance, administration, and other teams to ensure that the CLEAR project goals and objectives are met. This position is based in Chernihiv, with frequently travel to the regions as required.  

Essential Responsibilities – Logistics 

  • Implement Global Communities logistics systems and procedures in Ukraine 

  • Implement logistics policies and logistics plans and adapt them as necessary over time.  

  • Ensure adherence to Global Communities’ and donor requirements and protocols. 

  • Provide anti-corruption oversight, transparency and cost efficiency including but not limited to vehicle management and asset management 

  • Collaborate with the different regional operations managers and their teams to develop and monitor the logistics plan for GC to ensure the efficiency, transparency, and accountability. 

  • Demonstrate a service-oriented approach to assisting the program team in understanding requirements and completing tasks 

Essential Responsibilities – Operations 

  • Oversee all processes to procure, store and distribute stock, supplies and services for the timely delivery of project objectives in assigned region.  

  • Oversee all procurement processes, including the oversight and effective management of drafting/reviewing RFPs and RFQs, conducting bid analyses and evaluations, drafting procurement contracts, and reviewing contract deliverables in assigned region.  

  • Contribute to the development of annual work plans, procurement plans, budget pipelines, and other CLEAR program management tools as they relate to operations.  

  • Ensure the maintenance of accurate and complete files of procurement documentation, including making certain all procurement processes and actions are compliant with Global Communities’ policies and procedures; adapt the CLEAR SOP based on lessons learned and in response to changing project needs, in close coordination with the Director of Operations.   

  • Provide training and mentoring to local staff and partner organizations on operations and logistics. 

  • Support the Director of Operations and his/her team to ensure CLEAR properly tracks all supplies, equipment, and materiel in transit, through its receipt, storage, and onward distribution. 

  • Support the Program Director and his/her team by sharing pipeline and supply chain information, ensuring that program staff are well-informed and well-prepared for incoming goods and material.  

  • Oversee all vehicle transport and fuel management to ensure that vehicles are insured, managed correctly, and maintained appropriately and that damages are reported; Ensure that vehicle equipment (tools, communications, etc.) are complete and serviceable; and that usage of fuel is correctly managed, logged and recorded in assigned region.  

  • All other duties as assigned. 

Working Relationships 

This position will report to the Director of Operations and directly supervise 4 to 6 Senior Operations Officers, Operations Officers and/or Operations Assistants.  

Education and Training 

Bachelor’s degree in a relevant field, or a combination of experience and education in a related field. 

Experience 

  • Knowledge of standard procurement, logistics, transport and warehousing practices and principles. 

  • At least 5 years international development experience, at least 4 of which are specifically focused on operations, procurement, logistics, and/or fleet management. 

  • A minimum of 3 years supervisory experience in operations, procurement, and/or logistics. 

  • A minimum of 3 years’ experience working in emergency, conflict, post-conflict, or post-disaster settings. 

  • Prior experience working on USAID/BHA-funded programs required.  

  • Experience working with local national staff and building local capacity, as well as remote management.
