Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the programme “Support to the Decentralisation Reform in Ukraine / U-LEAD with Europe Phase II: Local School Rehabilitation for Resilience ” to fill the position:

Technical Engineer (full-time, Kyiv)

(internal SAP code: Construction Specialist)

U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme” is a multi-donor action of the European Union and its member states Germany, Sweden, Denmark, Poland, Estonia and Slovenia which supports the efforts of the Ukrainian government in the area of decentralisation and regional development, as a top priority on its political agenda. The reform aims at promoting a viable and empowered local self-government (LSG) and thus bringing a positive change to people’s lives.

Among the competences assigned early to municipalities during the last 8 years was the provision of primary and secondary education. This presented a great opportunity for LSG as it was accompanied by major modernisation of the education system in Ukraine, so municipalities and schools were tasked with implementing the vision of the ‘New Ukrainian School’ and the concept of the ‘New Educational Space’ for knowledge-based, inclusive and child-centred learning.

After 8 years of progress, Ukraine has suffered unprecedented attacks on its sovereign territory due to the large-scale invasion instigated by the Russian Federation. During 8 months since the war began, 2,677 educational establishments have been damaged, of which 331 have been completely destroyed. This has created a massive recovery and reconstruction challenge.

In this context, this Action is designed to result in the enhancement of the capacities of relevant municipal decision makers and experts from war-affected municipalities to engage in the rehabilitation of the local education systems responsive to the specific needs during and after the war. 

The Multi-Donor Action “Ukraine Local Empowerment, Accountability and Development Programme (U-LEAD with Europe) Phase II: Resilient Schools” is jointly co-financed by the European Union Foreign Policy Instrument (FPI) and the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ as part of the BMZ project “Support to the Decentralisation Reform in Ukraine (UDU U-LEAD with Europe Phase II)”.

GIZ/U-LEAD is hiring a Technical Expert/Engineer to support the good management of the “School Initiative” and ensuring that target results are achieved.

The Technical Expert/Engineer is responsible for:

  • Oversight, monitoring and quality assurance of all agreed design assignments and Document Preparation Plans (DPPs) to prepare repair and small-scale school reconstruction projects for financing;
  • Ensure all experts assigned to conduct technical inspections or prepare technical documentation are qualified and certified to carry out design activities;
  • Participate in kick-off meetings with FPI Coordination Expert, municipalities and proposed experts;
  • Together with the FPI Coordination Expert, prepare Terms of Reference (ToRs) in reviewing the design assignments from individual municipalities and advise the FPI Coordination Expert on whether to proceed with funding the preparation of technical documentation;
  • Advise the FPI Coordination Expert on the appointed designer’s draft Document Preparation Plan (DPP) with timeline, deliverables, key milestones, and determine with the FPI Coordination Expert and the municipality whether to proceed on this basis;
  • Advise the FPI Coordination Expert whether to amend the respective DPP, if necessary, with new work design variations during implementation, in agreement with the respective municipality;
  • Support the FPI Coordination Expert in setting up and regularly updating a FPI project management system (MIS) to track and monitor agreed design assignments with municipalities (project deliverables, design activities, timelines, key milestones, outputs etc.);
  • Identify and report to FPI Coordination Expert any risks/delays to project design implementation, any weak performance by experts or any issues/delays by municipality in not fulfilling obligations under design assignment/MoU;
  • Provide technical input into financing agreements (grants or local subsidies) with municipalities, and advise the FPI Coordination Expert on verifications of invoices and reports for payment;
  • Support the FPI coordination expert with all reporting obligations to U-LEAD management.
  • It is expected that the Technical Expert/Engineer will engage in very close monitoring of performance (weekly basis) of the experts and close working relations with municipalities, to ensure design milestones are achieved and final projects prepared on time;
  • Participate in meetings and working groups on education;
  • Contribute to U-LEAD monitoring and evaluation (M&E) and data management;
  • Provide input to reports, briefings, presentations, summaries of reports in English and Ukrainian;
  • Maintain good flow of communication and information between all involved counterparts;
  • Support the implementation of other project activities and other assigned tasks;
  • Comply with GIZ rules and standards.

Required qualifications and experience:

  • University degree in civil engineering. Ukrainian design Certificates/Qualifications will be an advantage;
  • At least 5 years work experience in public infrastructure project design preparation in Ukraine;
  • At least 2 years of Monitoring and Quality Assurance of public infrastructure design preparation in Ukraine;
  • Monitoring experience of donor funded (EU/International Financing Institution e.g. EIB/EBRD) design preparation projects in Ukraine would be an advantage;
  • Applied experience of monitoring design preparation (quality assurance) and carrying out design preparation with Ukrainian municipalities in preparing public infrastructure projects under different sectors (schools, health, water, waste etc.) would be an advantage;
  • Strong organisational and planning competences;
  • Excellent communication, presentation and organisational skills;
  • Excellent written and spoken Ukrainian, very good command of English language;
  • Very good working knowledge of IT technologies and computer applications (e.g. MS Office);
  • Readiness for occasional business trips within Ukraine, in compliance to the current GIZ travel policy;
  • Diligence and responsible work ethic;
  • Ability to work under challenging conditions and tight deadlines, flexible and able to work with people of different professional and cultural backgrounds, result-oriented, well organised and motivated.

Employment conditions:

Full-time position with 40-hours working week. Place of assignment is Kyiv. The contract duration is until the end of December 2023.
