Background Information – Job-specific

The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners’ peacebuilding, humanitarian and development projects around the world. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organisations. With over 6,000 personnel spread across 80 countries, UNOPS offers its partners the logistical, technical and management knowledge they need, where they need it. By implementing around 1,000 projects for our partners at any given time, UNOPS makes significant contributions to results on the ground, often in the most challenging environments.

Local Context: With presence and experience in Ukraine since 2016, UNOPS has provided, on behalf of the Government and people of Ukraine, project management and procurement services to support the national reform and sustainable development agenda, environment and climate action, strengthening the rule of law, improving energy and healthcare solutions, as well as resolving economic and governance institutional weaknesses.

The invasion of Ukraine in February 2022, has led to a severe and highly complex humanitarian emergency with global impact as not witnessed in Europe for over 70 years. The international response to the Ukraine crisis has been significant, with notable support being provided by a multitude of donor countries and organizations. UNOPS, with its ability to add considerable value in its core mandated areas of infrastructure, procurement and project management services, is part of the response to the ongoing emergency, and augmenting its capacity to be able to provide robust and timely support over the long term, through the recovery and eventual reconstruction phases. Recognising the enormity and complexity of the challenges ahead, UNOPS has established a dedicated Ukraine Country Office (based in Kyiv), from where UNOPS’ operations are,  planned, resourced, implemented, managed and controlled in the months and years ahead, with the support of the UNOPS ECR Regional Office (based in Geneva) and UNOPS’ HQ (Copenhagen).

The UNOPS Ukraine Office implements projects on behalf of UN agencies and bilateral donors and in close coordination with the Government and national authorities. With an established presence across the region, the office runs operations including large-scale procurement, project development and technical management, and provides financial, human resources and infrastructure-related services. 

The functional objective of UNOPS Ukraine Office is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, to achieve the outcomes sought by the clients. 

The incumbent is responsible for abiding by security policies, administrative instructions, plans and procedures of the UN Security Management System and the of UNOPS.

Under the supervision of the Procurement Specialist, and in accordance with UNOPS policies, procedures and practices, the Logistic Officer is responsible for effective delivery of the services and overall logistical support. She/he will be more specifically in charge of planning and organizing of transportation, logistic storage systems, importation, customs clearance, and distribution of equipment imported for clients, in accordance with the Financial Rules and Regulations applicable to UNOPS and policies and procedures governing UNOPS logistic and procurement activities and quality assurance.

 Functional Responsibilities

The Logistic Officer will undertake the following tasks/duties in the determined area of responsibility:

1. Implementation and achievement of key aspects of an operational logistics approach

2. Technical support and guidance to logistics processes of the project

3. Implementation of the Logistics Management Strategy and logistics monitoring tools

4.  Knowledge Management

1. Implements key aspects of an operational logistics approach focusing on the achievement of the following results:

  • Develop and implement a dynamic project logistics strategy and plan reflecting the changing environment in Ukraine, exploring possibilities for goods import from neighboring countries

  • Advise the procurement teams on the pros and cons of applying different INCOTERMS (e.g. FOB, CIF, DAP, etc.) on specific types of equipment/inputs

  • Define relevant transportation safeguards as established by the project document and with due consideration of the Ukraine context.

  • Ensure that all procured equipment is shipped, received, stored and distributed in a timely, safe, and sustainable manner.

  • Provide technical support to the Procurement Manager on specifications, cost implications and logistics for safe delivery, both internationally and nationally

  • Coordinate pre-shipment / receipt inspections as needed

  • Provide recommendation and technical support on storage, warehousing, and distribution and develop appropriate Standard Operating Procedures (SOPs) as required.

  • Ensure that all logistics actions are conducted as required by UNOPS according to UNOPS Financial Rules and Regulations, the applicable policies and procedures, and the highest degree of personal and professional ethics

2.Provides technical support and guidance to logistics processes of the project, focusing on the achievement of the following results:

  • Plan, design and implement appropriate logistics systems including warehousing, in-country transport capacity and transportation tracking, including the establishment of Long Term Arrangements and framework agreements for e.g. customs clearance, storage, transport and distribution as might be required.

  • Manage the coordination and implementation of logistics activities, to ensure timely, cost effective and safe delivery of goods and services to the consignees

  • Arrange transportation of equipment & materials to the designated location, including loading and uploading and ensure issuance of proper documentation, i.e. delivery notes, packing list, insurance, etc.

  • Monitor and track (where required) the progress of shipments for UNOPS and its clients and coordinate the delivery of the same at the client’s delivery places

  • Liaise and coordinate with freight forwarders and transport companies.

3. Implementation of the Logistics Management Strategy and logistics monitoring tools focusing on the achievement of the following results:

  • Develop and manage rosters of logistics, freight forwarders, and related suppliers, in close collaboration with the UNOPS Webbuy + platform.

  • Manage a sourcing module in accordance with UNOPS Procurement Group goals and standards in this area.

  • Monitor logistics and transportation contractor performance and certification of completed work for compliance with contractual terms and payment.

  • Advice remedial actions or solutions to the Procurement Managers on logistic issues.

  • Coordinate the development of monitoring tools related with transportation, storage and distribution; contribute to knowledge management by sharing and exchanging on best practices 

  • Ensure that all the documentation of transactions in relation to logistics are well recorded

  • Coordinate the budget preparation and forecasting for any service to be delivered by freight forwarders, and transportation and other service companies.

  • Within area of responsibility, ensure regular communication with Technical Experts, Partners and UACO Procurement Team to ensure the achievement of objectives and implementation of the Project Implementation Work Plan

  • Raise logistics bottlenecks for prioritization.

  • Perform other related duties as may be assigned by the supervisor.

4. Knowledge Management focusing on the achievement of the following results:

  • Update and train team members on all relevant processes and procedures used.

  • Actively interact with other PMs to share case studies, lessons learned and best practices on the Knowledge System

  • Provide feedback to Practice Leads on policy, supporting guidance with an aim towards continuous improvement of UNOPS policies

  • Update SOPs and register lessons learned

Education/Experience/Language requirements

 

Education

  • A first-level university degree (Bachelor degree or equivalent) preferably in Procurement Management, Logistics, Business Administration, Public Administration is required. An advanced Degree (Master degree or equivalent) may substitute some years of experience.
  • Procurement of Supply Chain Management, Chartered Institute of Supply and Management (CIPS) or similar international Certification is desirable

Experience

  • Two years of working experience in Logistics or Supply Chain Management is required.

  • Experience in working with a range of stakeholders in Central Europe and Asia, and/or developing countries is desirable.

  • Experience in conflict or post-conflict duty stations is desirable, including in security management.

  • Experience in the usage of computers and office software packages, e.g. Google Suite is required.

  • Previous experience within the UN system is desirable

Language Requirements

  • Fluency in English and Ukrainian is required.

 

Contract type, level and duration

 

This is a local position, it is therefore open to Nationals of Ukraine and to individuals who have a valid residence/work permit.
