How can you make a difference? 

PURPOSE OF THE JOB:

To manage the contracting for goods and services with institutions, companies and individuals for the UNICEF country office in Kiev.  Contracts will include the purchase of programme supplies, consulting, advertising, translation/interpretation, audio-visual and other technical services, among others.

MAJOR DUTIES AND RESPONSIBILITIES:

  • Assist the supervisor to develop annual work plan for contracts, memoranda of understanding (MOU) and related work;
  • Evaluate companies, institutions and individuals providing services to UNICEF monitor their performance. Assess technical capability and financial health in order to qualify companies as potential contractors for UNICEF;
  • Review TOR’s, evaluation criteria and prepare Invitations to Bid and Requests for Proposal for commercial contracts.  Assess market rates and negotiate conditions and rates/terms of payments;
  • Manage the bid/RFP evaluation process:  contact with potential suppliers, establish technical evaluation groups, finalise point ratings, clarify details with potential suppliers, prepare the evaluation summary/related documents for approval by the Contract Review Committee;
  • Negotiate final purchase details, prepare related documents including all required components such as pricing, statements of work, terms and conditions;
  • Manage contract up to the stage of shipment and delivery;
  • Communicate with Programme and Operations Units on contract management issues, delivery and evaluation of supplies at point of end use;
  • Ensure best commercial practices are followed in contracting work processes; periodically review procedures/work of contracts staff; develop statistical indicators to ensure compliance to rules and efficient work practices.

QUALIFICATION and COMPETENCIES

1. Education

Advanced degree in business administration, procurement, law or other relevant field. Specialized training in financial analysis, contract law, litigation and arbitration law, and procurement processes an asset.

2. Work Experience

Minimum two years of relevant professional work experience in the field of contracting (for services). Experience in an international organization desirable.

*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

3. Language Proficiency 

Fluency in English, and local language required

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Appointments may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be canceled.

UNICEF does not charge a processing fee at any stage of its recruitment, selection, and hiring processes (i.e., application stage, interview stage, validation stage, or appointment and training). UNICEF will not ask for applicants’ bank account information.

All UNICEF positions are advertised, and only shortlisted candidates will be contacted and advance to the next stage of the selection process. An internal candidate performing at the level of the post in the relevant functional area, or an internal/external candidate in the corresponding Talent Group, may be selected, if suitable for the post, without assessment of other candidates.
