Program / Department Summary:

Mercy Corps’ Ukraine response meets the humanitarian needs of people affected by the war in Ukraine. Since the escalation of the war in 2022, Mercy Corps has supported over 539,000 people in Ukraine. We have provided cash assistance, food and hygiene kits, and psychosocial support for people in emergency situations; grants for micro, small and medium businesses and farms; and conducted large-scale information campaigns. With continued attacks on critical infrastructure and regular power disruptions, localized solutions to ensure sustainable, reliable and affordable access to energy are increasingly important, both to meet humanitarian needs, as well as to support the recovery of Ukraine. Notably, nearly all our programming is delivered in partnership with civil society organizations matching humanitarian action with capacity strengthening and a real commitment to localization. The Grant Officer will be a critical member of the Program Development and Grants Management team which is responsible for proposal development, grant management, award compliance, donor liaison relations and reporting, and other tasks.

General Position Summary:

Mercy Corps Ukraine is seeking a Grants Officer to support grant management, proposal development, and adherence to donor and internal requirements. The Grants Officer will tie together the many moving parts of the office, ensure that information organized and accessible, deadlines are clear to all relevant staff, and processes keep moving forward. They will serve as a connector between different departments and teams within Mercy Corps, including program teams, MEL, gender and inclusion, protection, finance, and HQ award management teams. The Grants Officer will report to the Program Development and Grants Manager and will work closely with program teams and liaise with Mercy Corps Europe and Mercy Corps Global award management team members.

Essential Responsibilities

Safeguarding Responsibilities

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

Grant Management:

  • Maintain a thorough understanding of Mercy Corps programs, activities, and grant management concerns, by actively participating in regular meetings and requesting updates from program staff as required.
  • Maintain, update, and disseminate grant management tools and trackers in order to ensure that donor deadlines are met, donor approvals are recorded, and issues and requests are followed up in a timely manner.
  • Working closely with program managers and other teams, coordinate and document program kick-off, close-out meetings, and budget vs. actual meetings; share meeting minutes, track action points for follow-up and document lessons learned.
  • Support the preparation of donor reports, including kicking off the reporting process, coordinating report inputs from various departments, monitoring progress to ensure adherence to the reporting timeline, reviewing drafted material for quality, consolidating inputs from consortium partners, etc.
  • Ensure that donor communications/submissions are complete, correct, and of a high quality, including high quality formatting and visual presentation.
  • Coordinate and prepare consolidated updates for HQ/internal/external stakeholders and internal/external meetings.
  • Working with the communications department, support the development and dissemination of external communications materials.
  • The PDG team also supports project start up activities for new programs/grants-the nature of these responsibilities will vary, but may include partner due diligence, responding to donor questions, and supporting award negotiations, coordinating stakeholder meetings, and setting up the program filing system.
  • Additional tasks in support of grant management, program coordination, and external communication about Mercy Corps’ programs as assigned.

Program Management  Mercy Corps Standards

  • Serve as the focal point within the Ukraine country program for PM@MC standards.
  • Develop strong understanding of PM@MC standards and be a resource to staff with questions about these standards.
  • Creatively identify ways to improve adherence to PM@MC standards.
  • Work with Program Managers to ensure that the filing structure meets minimum PM@MC standards and folders are populated and archived accordingly.

Proposal Development:

  • Maintain, update, and disseminate new business tools, trackers, and databases.
  • Support proposal development by preparing timelines for the proposal development process, coordinate proposal kick-off meetings, and record and share meeting minutes and action items and follow up regarding action items.
  • Ensure all relevant departments and stake holders are aligned regarding proposal development requirements (e.g. deadlines, templates, donor requirements, etc.)
  • Additional tasks related to proposal development, donor stewardship, and new business development as assigned.

Supervisory Responsibility None

Accountability

Reports Directly To: Program Development and Grants Manager

Works Directly With: Within the country program: Director of Programs; program/project managers/directors; the monitoring, evaluation and learning team; cross-cutting functions such as partnerships, GESI, CARM, protection, safeguarding; finance and operations/logistics; and other members of the Senior Management Team. Internationally: international award management team, international compliance, regional and international area experts.

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualifications & Transferable Skills
  • BA/S or equivalent experience in related field (preferred).
  • One to three years of experience in a medium to large NGO or international organization, including responsibility for project administration, grant management, donor relations, sub-award management, or similar coordination roles.
  • Experience working with projects funded by institutional donors, such as USAID/US State Department, ECHO (EU), FCDO (UK), SDC (Switzerland), Sida (Sweden), GAC (Canada) and/or others.
  • Strong organizational skills and attention to detail, with the ability to manage multiple tasks and deadlines simultaneously.
  • Proactive and reliable in following up on tasks, action points and outstanding requests.
  • Excellent English and Ukrainian language skills, including the ability to effectively communicate verbally and in writing in both English and Ukrainian and the ability to review and edit English-language text.
  • Willingness and ability to travel throughout Ukraine is required.
Living Conditions / Environmental Conditions

The position is based in Kyiv and it requires 5-10% travel to support country programs throughout Ukraine, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited. During the field trips living conditions will be adjusted to the field conditions.
