Фахівець з аналізу медичних даних/ Medical Data Analyst

Deloitte is seeking qualified candidates to serve as a Medical Data Analyst in support of USAID Health Reform Support Project. This is a short-term position (30 working days).

1. Project Background and Summary:

The purpose of the USAID Health Reform Support Project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

1. Improve health sector governance.
2. Support the transformation of the healthcare financing model.
3. Strengthen the health workforce.
4. Enhance transparency, accountability and responsiveness of the health care system.
5. Improve service delivery system at all levels.

2. Objective

The Medical Data Analyst will provide technical assistance to gather and analyze healthcare data from multiple sources (e.g. clinical records, operational, or statistics reports) to extract trends and business process insights.

3. Responsibilities:

The responsibilities of the Medical Data Analyst will include but will not be limited to the following:

• Understand health care operations and systems
• Pull and integrate data from disparate sources (e.g. clinical or operation data)
• Evaluate and preprocess raw information
• Delve into data to discover discrepancies and patterns
• Present and explain information in an accessible way (e.g. operational reports)
• Demonstrate and explain solutions to customers, prospects, and others (e.g. at conferences, or stakeholder meetings)
• Document progress and prepare required reports.

4. Qualification requirements:

• At least 3 years of practical experience in health system and understanding how it works;
• BS or Bachelor’s degree – Business, Engineering, IT, medicine, healthcare, healthcare administration, public health, health research or relevant discipline;
• Experience in healthcare data analysis and visualization methods;
• Excellent understanding of Ukraine’s health system and reform concepts;
• Excellent understanding of medical service delivery by different providers;
• Understanding of medical data processing;
• Any health reform support experience will be preferred;
• Excellent analytical and communication skills;
• Excellent computer skills required (Microsoft Office suite)
• Experience in working with statistical tools (SPSS, R etc.) will be an asset.

5. Period of performance: February 10 – May 31, 2019
