Background 

Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early projections indicate that if the war should continue in the medium to long term, up to 90% of the Ukrainian population could face poverty and extreme economic vulnerability, and the country’s socio-economic progress could be set-back by almost 20 years. In the short-term, 62% of the population is at high risk of falling into poverty. Ukraine’s economy is set to shrink by 45% this year due to the war and even with a moderate recovery in the next few years, by 2025 the GDP would still only be two-thirds of the pre-war GDP in 2021.

In addition, the country faces losses of many people’s lives and devastative destruction of infrastructures and economic bases. Currently, more than 50% of the energy infrastructure damaged, causing the massive disruption of energy supply nationwide with millions of people experiencing power outages and challenges in heating. Extensive scale of destruction of infrastructure, rehabilitating or constructing infrastructures and installing equipment with necessary supply of the materials is urgently required to restore or maintain life-line and key basic services, followed by removal or mines and explosives as well as debris.

The Ukraine Public Building Energy Efficiency (UPBEE) Project (hereinafter – the project) will introduce municipal energy management systems which will link to a national level database with building-level energy-consumption profiles and technical characteristics of buildings. 

In close cooperation with the EU, Eastern Europe Energy Efficiency and Environment Partnership, European Investment Bank, Ministry of Communities, Territories, and Infrastructure Development, Ministry of Finance of Ukraine, Project will support local communities and municipalities to implement their Sustainable Energy Recovery Plans ensuring rebuilding the destroyed and/or damaged by hostilities public buildings using the best energy efficient technologies.

Duties and Responsibilities

  • Facilitate needs assessments and consultations with respective government and non-government partners, including women and men in local communities; determine renovation plans following the Programme objectives and tasks that meet the needs of all people regardless of their sex, age, or disability;
  • Coordinate setting up of an infrastructure reconstruction plan in close cooperation with the local authorities and local business;
  • Ensure preparation of engineering design based on the universal design principles, cost estimates and drawings of economic infrastructure facilities by using services of qualified and competitive local engineering design companies;
  • Facilitate the procurement of goods and services for civil works to be conducted in transparent, competitive, and conflict-sensitive manner as well as in line with UNDP bidding procedures;
  • Provide support to construction/renovation of infrastructure facilities, public buildings, supply chains, equipment manufacturing and other production facilities, educational and accommodation facilities of VET institutions in targeted areas;
  • Monitor the field activities, including supervision of construction and installation works and participate in acceptance of renovated/reconstructed infrastructure facilities, public buildings, supply chain, equipment manufacturing and other production facilities; educational and accommodation facilities of VET institutions in targeted areas to ensure the Programme results are delivered;
  • Keep records related to completed construction and installation works and prepare necessary data for reporting on the implementation of construction works;
  • Take measures to prevent and eliminate defects and make proposals on most efficient use of available resources;
  • Monitor contract schedules, the appropriate volume, timing and quality of construction and installation works, as well as quality of materials and designs according to the approved design and estimate documentation, drawings, construction regulations and requirements, technical specifications and safety and environmental standards;
  • Contribute to preparation of necessary technical documentation;
  • Assist with handover of the renovated/reconstructed infrastructures to the relevant authorities for operation and maintenance; 
  • Provide support for efficient and effective delivery of the programme activities: 
  • Consulting UN UPBEE TA Components during preparation of  annual, quarterly, and detailed implementation work plans, and other related documents for timely commencement and implementation of the component activities related to civil works;
  • Prepare specifications, tender documents, ToRs and other supportive documents to procure goods and services related to civil works in line with Programme objectives and tasks;
  • Ensure procedures are in place for a selection of vendors (consultants, suppliers and construction companies) through transparent and competitive processes for provision of services; 
  • Ensure the Programme activities are implemented timely and efficiently in close cooperation with respective governmental organizations; 
  • On a constant basis maintain coordination/partnership with relevant governmental, non-governmental and international organizations, including UN agencies and projects at national level and regional levels to increase positive impact of the mutual results on targeted areas that respond to the needs of women and men from different groups, including those with disabilities;
  • Monitor field activities and provide technical support to ensure the Programme objectives are met;
  • Check and provide certification of satisfactory completion of works of consultants, suppliers and construction companies for payment for their completed works. Ensure budget for the component is efficiently and properly utilized based on the principles of gender-responsive budgeting;
  • Maintain close liaison with national partners, ensuring optimum participation and promoting ownership of national authorities in the implementation of the Programme;
  • Participate in relevant working group meetings and share information with partners and UN agencies;
  • Ensure full compliance of programme activities with UNDP rules, regulations and procedures, specifically principles of gender equality and universal design;
  • Prepare relevant sections of the programme reports, including progress and annual reports, as well as ad-hoc technical reports, evaluating the impact of programme activities on the lives of women and men in local communities;
  • Assure that due security measures are observed during implementation of the component activities;
  • Perform other activities as requested by the Project Manager.

Institutional Arrangement
Under the direct supervision of the National Project Manager, the Engineering Analyst will be responsible for managing all activities related to civil works of key infrastructure based on the principles of universal design and gender-inclusiveness.

Required Skills and Experience

Education: 

  • Master’s Degree or equivalent in Civil and Industrial (Structural and Architectural) Engineering, or any other related field OR
  • Bachelor’s degree or equivalent in Civil and Industrial (Structural and Architectural) Engineering, or any other related field with additional two years of extensive relevant experience will be given due consideration in lieu of Master’s degree.
Experience: 
  • Minimum 2 years (Master’s Degree) or 4 years (Bachelor’s Degree) of relevant experience in designing and managing of civil engineering projects and/or economic infrastructure and/or urban development/renewal programmes or another related field.
  • Experience in the field of engineering supervision is an advantage. 
  • Experience of working with municipalities and/or local and central authorities in recovery or energy efficiency rehabilitation projects/activities, as well as with economic development issues at the national and sub-national levels is an advantage. 
  • Experience of work with UN and/or INGO or Public Sector or Private Sector in bidding procedures for procurement of civil works and services is desired.
Required skills: 
  • Sound knowledge of civil engineering and modern construction technology and knowledge of technical specifications and performance schedules of construction and installation works.
  • Knowledge of procedures for quality control procedures.
  • Familiarity with national legislation in the area of construction, norms and standards of construction works, including critical infrastructures. 
  • Excellent usage of computers and office software packages, including engineering design software.
Required Language(s): 
  • Fluency in Ukrainian and English is required.
Professional Certificates: 
  • Valid certificate in technical supervision will be considered as an advantage.
