Salary Grade: UAH 100,000 gross
Duty Station: Kyiv, remotely

The Camino program originated from the 2022 full scale invasion of Ukraine to address the emergency needs of frontline communities. With skill gaps increasing due to population movements and mobilization and the need to raise national capacity in multiple sectors, Camino has expanded to include a strong capacity building program in its 3 primary sectors and retains its strong technical presence in the water sector. 

Job Summary:

The Project Manager (Governmental Coordination) will serve as a key liaison between Camino and Ukrainian governmental bodies, managing complex partnerships and ensuring effective coordination of WASH sector development initiatives. This role requires exceptional organizational skills, deep understanding of Ukrainian governmental structures, and the ability to navigate multi-stakeholder environments while advancing water sector reform and infrastructure resilience programs. The position holder will coordinate technical assistance programs, manage embedded consultant teams, facilitate donor coordination, and ensure alignment with EU integration requirements and national water sector strategies.

Essential Duties and Responsibilities:

Governmental Partnership Coordination:

  • Establish and maintain strategic relationships with key governmental bodies including the Ministry of Development of Communities and Territories (MinDev), State Agency for Water Resources, regional water utilities, and river basin management authorities.
  • Coordinate Partnership Cooperation Agreements (PCAs) and technical assistance programs with government counterparts, ensuring clear roles, responsibilities, and deliverables.
  • Facilitate regular coordination meetings with governmental partners, prepare meeting agendas, documentation, and follow-up action items in both Ukrainian and English.
  • Navigate bureaucratic processes including official correspondence protocols, inter-ministerial coordination mechanisms, and governmental approval procedures.

Technical Support and Capacity Building:

  • Support implementation of EU Water Framework Directive requirements and development of river basin management plans in coordination with government counterparts.
  • Facilitate knowledge transfer activities, workshops, and training programs for government staff on project management, EU standards, and sector best practices.
  • Coordinate development of institutional frameworks, organizational structures, and standard operating procedures for governmental water sector entities.
  • Support preparation of technical assessments, feasibility studies, and policy briefs for governmental decision-making.

Administrative and Documentation Management:

  • Maintain comprehensive filing systems for agreements, correspondence, meeting minutes, and project documentation in accordance with organizational and donor requirements.
  • Prepare and translate official correspondence, presentations, and briefing materials between Ukrainian and English.

Qualifications:

  • Bachelor’s degree in Public Administration, International Development, Project Management, Engineering, Environmental Sciences, or related field. Master’s degree preferred.
  • Minimum 5 years of experience managing development programs or projects in Ukraine, preferably in WASH, infrastructure, or environmental sectors.
  • Demonstrated experience working with Ukrainian governmental institutions at national or regional level, with strong understanding of governmental structures and decision-making processes.
  • Proven track record managing relationships with international donors (EU, EIB, bilateral agencies) and delivering high-quality reports and documentation.
  • Excellent written and verbal communication skills in both Ukrainian and English (professional working proficiency required in both languages).
  • Strong organizational skills with ability to manage multiple complex work streams, deadlines, and stakeholder expectations simultaneously.
  • Proficiency in MS Office suite, project management tools, and experience with donor reporting systems.
  • Experience with EU integration processes, sector reform programs, or capacity building initiatives highly desirable.

Preferred Qualifications:

  • Previous experience with UNICEF, UN agencies, international NGOs, or EU-funded programs.
  • Knowledge of Ukraine’s water sector legislation, EU Water Framework Directive, and river basin management planning approaches.
  • Experience managing embedded technical assistance programs or twinning arrangements with government institutions.
  • Professional certification in project management (PMP, PRINCE2) or related field.
  • Understanding of humanitarian-development nexus programming and post-conflict recovery contexts.
  • Established professional networks within Ukrainian water sector and international development community.

Working Conditions:

  • This position will be based in Kyiv
  • Work may involve participation in formal meetings, conferences, and high-level coordination events requiring professional representation.
  • Position operates within standard office environment with flexibility for hybrid working arrangements as appropriate.
