Job Title: СOPR (Citizen-oriented policy results) Expert
Project Name: Recovery for All (RFA).
Location of Position: Hybrid, with partial need to participate in offline meetings in Kyiv.
Reporting to: RFA Deputy Director, COPR Team Lead.
Remuneration: Fees are subject to negotiation and shall not exceed established market rates.
Indicative LOE/Time Frame: Full-time, Monday-Friday.

The duration of the contract is till the end of 2025 with a possibility of extension (subject to approval and implemented deliverables during a previous deployment).

For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).

Citizenship: Ukraine.
Language Requirements: Excellent knowledge of Ukrainian, ability to speak and write clearly.
Upper-intermediate or higher level of written and spoken English.

Project Description:
Recovery for All (RFA) is a seven-year (2025–2031) technical assistance project, funded by Global Affairs Canada and implemented by Alinea International.

RFA will support 50 war-affected communities take on the massive task of managing the damage that has been inflicted by Russia’s war against Ukraine. The aim of our work with communities is to help them build back better, not only in terms of reconstruction, but also socially and economically, so that people that have stayed in the communities not only survive this war, but can thrive.

Each community has its own needs and priorities, so we will work with them to plan a recovery that meets those needs, build the capacity to attract financing and implement recovery initiatives, that serve the long-term development of communities to develop and to foster a better future for residents.

At the national level, RFA works with the Ukrainian government on recovery planning and coordination, ensuring different ministries and agencies collaborate effectively and together, that these efforts support Ukraine’s path toward EU integration.

RFA supports tracking and reporting on the Ukraine Plan through digital systems we have developed, allowing Ukraine to report efficiently, accurately and transparently to the EU, on its progress required for release of financial tranches under the EU Facility.

About the Work:
RFA provides technical assistance to multiple Ministries. The focus of the initiative is concentrated on specific objectives:
● Improved capacity of Government of Ukraine (GoU) to establish EU compatible and decentralized strategic and recovery planning framework that align sector plans across government;
● Improved capacity of GoU to develop gender-responsive, citizen-oriented, inclusive and environmentally sensitive policies within the strategic and recovery planning framework;
● Improved capacity of the GoU to manage the consolidated policy agenda in a transparent, accountable, evidence-based manner.

To achieve these objectives, RFA Project is looking for а COPR (Citizen-oriented policy results) Expert who will be working with the team to help design policies/reforms using RBM and GBA+.

The successful candidate will play a pivotal role in supporting the Government of Ukraine to develop Gender-responsive, citizen-oriented, inclusive and environmentally sensitive tools and policies within the strategic and recovery planning framework.

The Role: COPR Expert impact is to:

● Provide methodological support to the Government of Ukraine to develop sectoral strategies with Action Plans
● Provide methodological support to the Government of Ukraine to develop sub-sectoral strategies with Action Plans
● Provide methodological support to the Government of Ukraine to develop cross-sectoral strategies with Action Plans
● Deliver Strategic Sessions and consultations on particular policies for Ministries: these events combine RBM training on results planning, integration of citizen needs with immediate and practical application to develop the ministries’ specific plans (policies) and usage of ProjectUA;
● In close cooperation with other Unit’s experts co-deliver training on RBM, COPR, GESI and Needs Assessment in frame of cooperation with stakeholders;
● Conducting analysis of ministerial inputs to the National Reform Agenda;
● Conducting assessment of current constraints and opportunities regarding the incorporation of RBM and citizen-impact into the National Reform Agenda.

Required Qualifications: Experience:
● Advanced university degree (Master’s or equivalent) in public administration, political science, international development or a related field;
• Minimum 5 years of relevant professional experience in the private/public sector, international development, reform projects at the governmental level;
• Experience in drafting strategic planning documents;
• Experience in delivering trainings, strategic sessions;
• Experience in capacity-building programs development;
• Understanding of Results-Based Management (RBM) and experience in implementation is a plus;
• Understanding of governmental machinery;
• Professional knowledge of PowerPoint, ability to produce high-quality visual material

Soft Skills and Competencies:
● Excellent communication skills, strong ethics, well-balanced and mature personality, positive attitude to the job;
● Strong facilitation and moderation skills;
● Strong organizational skills, ability to work under tight deadline;
● Proven ability to work both independently and as part of a multidisciplinary team.
