Background
Ukraine’s Cohesion and Regional Development Project, UCORD, is a technical assistance project implemented with the support of Switzerland via the Swiss Agency for Development and Cooperation by NIRAS Sweden AB.
UCORD aims for citizens, businesses, and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace, and social cohesion in Ukraine. The project currently supports six pilot oblasts of Ukraine: Khmelnytskyi, Odesa, Sumy, Ternopil, Volyn and Vinnytsia oblasts as the starting points, targeting capacity development and awareness-raising initiatives nationwide.
UCORD consists of three components:
Component 1 embeds regional policy development in Ukraine by supporting and strengthening Regional Development Agencies (RDAs) in pilot oblasts.
Component 2 seeks to improve public service delivery in the WASAW (water supply, sanitation, and waste management) sector, focusing on the environment.
Component 3 aims to construct social cohesion through culture, dialogue, and creative industries.
In the six pilot oblasts, RDAs are taking on a more structured role in supporting regional economic development. Their work includes mapping regional economic strengths, facilitating cluster development, supporting Industrial Parks development and supporting start-ups and SME’s. In consultations with RDAs companies consistently highlight the need to access international markets to grow. While businesses receive support to start, grow, network, and locate within organised industrial environments, many lack structured guidance on export processes, market-entry requirements, and international positioning.
To address these needs, the UCORD project, in cooperation with the Entrepreneurship and Export Promotion Office (EEPO) within the framework of the Memorandum, has launched the Export Connect initiative. Export Connect is a practical initiative for Regional Development Agencies (RDAs), business support organizations, as well as relevant structural units of regional state (military) administrations, aimed at building a systematic approach to supporting exporters in six pilot regions: Vinnytsia, Volyn, Odesa, Sumy, Ternopil, and Khmelnytskyi oblasts.
The objective of the assignment is to provide tailored export consulting services to selected regional SMEs and support Regional Development Agencies (RDAs) and Business Support Organisations (BSOs) in implementing export case-management services. The Consultant will work directly with companies and RDA/BSO representatives to strengthen their capacity to independently deliver export case-management services in the future.
In this context, under Component 1, UCORD is looking to engage Consultant who will work directly with companies and RDAs/BSOs to strengthen their capacity to independently deliver export case-management services in the future. The Consultant is expected to perform the following tasks:
The expert will deliver of Export Consulting to Selected SMEs by providing tailored export consulting services to SMEs selected according to project criteria; assessing export readiness and identifying key capacity gaps and advising companies on improving export positioning and export processes. Consulting sessions will be delivered jointly with representatives of Regional Development Agencies and BSOs as part of the practical learning process.
The expert will support RDAs and involved BSOs in implementing export case-management services by demonstrating practical application of export case-management tools and methodologies; conducting joint consulting sessions with RDA/BSO representatives; supporting RDAs/BSOs in assessing company needs and export potential; supporting RDAs/BSOs in preparing company-specific export development roadmaps.
The expert will support improvement of export case-management services in selected pilot regions by supporting RDAs and BSOs in launching pilot export case-management services; contributing to the implementation of approximately 3 export case-management cases per region.
Candidate Qualifications
Education & Knowledge:
A master’s degree in public administration, Economics, Law, Finance, or an associated field.
Experience:
- A minimum of 8 years of professional expertise in export promotion, SME development and business support activities.
- A proven track record in export consulting of SMEs.
- At least eight years of experience in the field of export education, business development.
- Minimum 5 years of export consulting
- Experience in assisting business in various export issues faced by Ukrainian SMEs
- A minimum of 8 years of professional expertise in import-export consulting of SMEs inclusively export readiness assessment, export project cycle management and gaps elimination, compliance and risk management, market potential assessment, export strategy, strategic multi-stakeholders’ partnerships development, fundraising.
Knowledge and Skills:
- Fluency in English
- Excellent writing skills in Ukrainian
- A proven track record in export consulting, involving in implementation of international-funded programs of export support and export promotion
