The objective of this communications initiative is to develop and place the communication materials to tell engaging and positive stories of civil society work in supporting Ukraine’s resilience.

More specifically, the stories will showcase how civil society organizations engage in recovery, strengthening social cohesion, enhance the participation of young people in the decision-making process and support the internally displaced persons (IDPs) and people affected by war with support of UNDP and Denmark through the production and publication of 6 (six) articles of at least 1200 words per story. The stories will show how civil society organizations respond to the crises caused by the war, providing vital assistance to affected communities and advocating for their needs.

  1. DESCRIPTION OF RESPONSIBILITIES/SCOPE OF WORK

To this end, it is expected that Expert shall produce and ensure the publication of six (6) articles, presented in a success story format, in national media outlet.

Under supervision of the UNDP Civil Society Project Coordinator, the Individual consultant will be responsible for the following:

  • Produce 6 (six) articles, each minimum 1200 words per story that capture the human-interest aspects and propose a media outlet for their placement and dissemination;
  • Ensure (arrange) placement of prepared six (6) articles in a national media outlet.

All final products should be produced according to the plan outlined under each deliverable as follows:

Development the concept of the six (6) articles and preparation of the detailed concept:

The Consultant is expected to:

  • Produce concept of the six (6) articles in Ukrainian. List of civil society partners and their contacts will be provided by UNDP;
  • Establish a specified list of questions for interviews with civil society partners and to agree with UNDP the communications focal(s) ahead of the articles production.

 

UNDP will cover the costs of photos for the six (6) articles and will also handle the organization of the shooting processes.

Expected result:

  • Concept of the articles with KPIs approved by UNDP.

 

March 2024

Deliverable #2

Development of the six (6) articles final versions and placement of the two (2) articles

The Consultant is expected to:

  • Conduct six (6) interviews with protagonists according to the specified list of interviewees and questions approved by UNDP. List of civil society partners and their contacts will be provided by UNDP;
  • Submit the drafts of the six (6) articles in Ukrainian and finalise them according to UNDP comments, if any.
  • Ensure (arrange) placement of two (2) articles in a national media outlet;
  • Prepare at least two (2) social media posts in Ukrainian for publication on social media channels of a national media outlet for promoting the articles and increasing outreach.

 

Expected result:

  • Six (6) articles prepared and approved by the UNDP, with two (2) of them successfully published in a national media outlet.

 

June 2024

Deliverable #3

Placement of the four (4) articles. Monitoring and evaluation of the results of the overall campaign.

The Consultant is expected to:

  • Ensure placement of the four (4) articles in Ukrainian in a national media outlet
  • Prepare at least four (4) social media posts in Ukrainian for publication on the social media channels of a national media outlet for promoting the articles and increasing outreach.
  • Prepare the monitoring and evaluation report of the media coverage in Ukrainian.

 

Expected result:

  • Four (4) articles successfully published in a national media outlet;
  • The monitoring and evaluation report of the media coverage approved by the UNDP.

December 2024

The final product shall be submitted to UNDP no later than 02 December 2024.

  1. monitoring/REPORTING requirements and terms of payment

The Consultant shall report to the Civil Society Project Coordinator.

The Consultant shall provide the necessary information and reports according to a preliminary determined schedule or as soon as possible (within a reasonable period of time).

The Consultant will duly inform UNDP of any problems, issues or delays arising in the course of implementation of the assignment and take necessary steps to address them.

All reports and results are to be submitted to the UNDP in electronic form (*.docx, *.xlsx, *.pptx, and *.pdf or other formats accepted by UNDP). The language of the materials and reports is Ukrainian.

No reports or documents should be published or distributed to third parties without approval of UNDP.

The payments shall be arranged in stages in accordance with the proposed payment scheme below and upon acceptance of the deliverables based on quality control and recommendations. UNDP will be the ultimate authority to control the quality of work results and assess the Consultant’s performance during the assignment.

In case any public events and/ or field trips are planned as part of the present assignment, the contractors will not be responsible for logistics of events. UNDP will cover the conference costs (including possible printing, food, accommodation, transportation, tickets and etc.) on its own.

In particular, the payment schedule will be as follows:

Deliverable 1.   20%

Deliverable 2.   60%

Deliverable 3.   20%

Total:               100%

  1. EXPERIENCE AND QUALIFICATIONS REQUIREMENTS:
  • At least Bachelor’s degree in political science, public policy, law, international relations, social sciences, journalism or related field;
  • At least five (5) years of proven experience in writing articles, essays, stories for national media outlets;
  • At least one (1) example/sample/brief overview of communication campaign, in which the applicant actively participated as a journalist, coordinator or media manager, which included media materials placement in national media outlets (to be included in the respective CV section with the links or provided as the separate documents);
  • At least ten (10) examples of published communication materials (articles, stories) in relevant format success stories, human-interest story produced by the applicant (to be included in the respective CV section with the links or provided as the separate documents);
  • Proven experience of relevant work with the UN Agencies in Ukraine and/or Government Bodies of Ukraine will be considered as an asset (the list of communication campaigns with the project name, period of implementation can be indicated in the CV or provided in separate document attached to the proposal);
  • At least fluent writing, editing and oral communication skills in Ukrainian. Working knowledge of English would be considered as an advantage (the information should be clearly reflected in an applicant’s CV confirmed by the examples/samples/brief overview of the documents produced by the applicant as provided for the professional experience requirement).

  1. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSAL

Applicants shall submit the following documents:

Required:

 
  • Personal CV, including information about experience in similar projects / assignments, including description of experience in production of media materials, as well as the email and telephone contacts of at least two (2) professional references.
  • Financial proposal.
  • At least ten (10) examples of published communication materials (articles, stories) in relevant format (success stories, human-interest story) produced by an applicant (to be included in the respective CV section with the links or prepared as the separate documents).
  • At least one (1) example/sample/brief overview of communication campaign, in which the applicant actively participated as journalist, coordinator or media manager, which included media materials placement in national media outlets (to be included in the respective CV section with the links or provided as the separate documents).
  1. FINANCIAL PROPOSAL

Lump sum contract

The Financial proposal shall specify the cost of Professional Services of the Expert on communication materials development and placement as per a form provided with tender publication, namely:

  • Breakdown of costs must present the total cost of professional services with an indication of number of the working days and the rate per day;
  • Breakdown of the lump sum amount per deliverables defined in this ToR Section 3.

Costs of photos (as specified in the task description of Deliverables 1 in the ToR Section above) should not be included into the Financial proposal and will be covered by the UNDP.

Travel costs

Should any travel be necessary in connection to this TOR, UNDP will reimburse the expenses based on the duly authorized travel details, including travel and per diems. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

  1. EVALUATION CRITERIA

Educational background – 20 points max:

  • Minimum required: at least Bachelor’s degree in political science, public policy, law, international relations, social sciences, journalism or related field

(15 pts – Bachelor’s degree in the relevant field; 20 pts – Master’s or equivalent degree or higher in the relevant field);

Relevant professional experience – 40 points max:

  • Minimum required: at least five (5) years of proven experience in writing articles, essays, stories for national media outlets

(12 pts – 5 years; 14 pts – 6-7 years; 16 pts – 8 and more years);

  • At least one (1) example/sample/brief overview of communication campaign, in which the applicant actively participated as a journalist, coordinator or media manager, which included media materials placement in national media outlets (to be included in the respective CV section with the links or provided as the separate documents)

(6 pts – 1 example/sample/brief overview, 8 pts – 2-3 examples/samples/brief overview; 10 pts – 4 and more examples/samples/brief overview);

  • Minimum required: at least ten (10) examples of published communication materials (articles, stories) in relevant format (success stories, human-interest story) produced by the applicant (to be included in the respective CV section with the links or provided as the separate documents)

(8 pts – 10 examples, 10 pts – 11-13 examples; 12 pts – 14 and more examples);

  • Proven experience of relevant work with the UN Agencies in Ukraine and/or Government Bodies of Ukraine will be considered as an asset (the list of communication campaigns with the project name, period of implementation can be indicated in the CV or provided in separate document attached to the proposal)

(0 points – no such experience; 2 points – available experience).

Language skills – 10 points max:

  • Minimum required: Fluent writing, editing and oral communication skills in Ukrainian. Working knowledge of English would be considered as an advantage (the information should be clearly reflected in an applicant’s CV confirmed by the examples/samples/brief overview of the documents produced by the applicant as provided for the professional experience requirement)

(8 pts – fluent writing, editing, and oral communication skills in Ukrainian; 10 pts – fluent writing, editing, and oral communication skills in Ukrainian and working knowledge of English).

Maximum available technical score – 70 points.

  1. EVALUATION METHOD:

 Cumulative analysis

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

  1. a) responsive/compliant/acceptable, and
  2. b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight: 70%

* Financial Criteria weight: 30%

Only candidates obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer. After successful completion of the validation interview the offeror will be awarded a contract.
