DAI is seeking highly qualified candidates to occupy STTA position of Expert on Anti-corruption Policy Analysis and Drafting position to work on the recently awarded Promoting Integrity in the Public Sector Activity (Pro-Integrity), a $90 million, multiyear contract funded by USAID.

PROJECT BACKGROUND 

The purpose of the Promoting Integrity in the Public Sector Activity (Pro-Integrity) is to reduce corruption incidence and risks to build back a better Ukraine. The Pro-Integrity Activity (also referred heretofore as the Activity) will work to achieve this purpose by addressing three independent objectives:

Strengthen national level anti-corruption institutional capacity to advance corruption prevention, detection, and deterrence;

Strengthen anti-corruption compliance and control in local governance;

Advance transparency and accountability in resilience, recovery, and reconstruction efforts.

The Pro-Integrity Activity will pursue a problem-driven approach addressing the root causes through targeted objectives aligned with mission and U.S. government strategy.

POSITION DESCRIPTION 

Pro-Integrity is working closely with the Verkhovna Rada Committee on Anti-Corruption Policy to support the Committee in implementing its mandate. The Expert for Anti-Corruption Policy Analysis and Drafting will collaborate with the Verkhovna Rada Committee (VRC) to conduct policy analysis and support legal drafting. At the VRC’s request, the legal expert will provide regular analysis of legislation and its implementation, identify gaps, and develop recommendations.  The Expert will support the entire policy development cycle, including analyzing existing legislation and identifying gaps, commenting on policy proposals and drafts from others, engaging in stakeholder consultations, and developing policy proposals based on stakeholder input. Additionally, the Expert will provide analytical briefs, develop policy proposals, and draft amendments to existing policies. 

KEY DUTIES & RESPONSIBILITIES 

  • Daily coordination and communication with the Head of the VRC on Anti-corruption Policy, and when tasked coordination with other Committee members and Secretariat of VRC.   
  • Conduct comprehensive research and analysis on anti-corruption policies, laws, and practices. 
  • Monitor and evaluate existing anti-corruption legislation and policies to identify gaps, weaknesses, and areas for improvement. 
  • Prepare detailed reports and policy briefs to inform committee members on emerging trends, best practices, and innovative approaches in anti-corruption. 
  • Review policy drafts for identification of potential corruption risks and develop recommendations for mitigation measures.  
  • Draft, review, and revise legislative proposals, amendments, and related legal documents pertaining to anti-corruption. 
  • Ensure all legislative drafts are clear, precise, and comply with Ukrainian legal standards and international best practices. 
  • When requested by committee, liaise with relevant governmental agencies, civil society organizations, international bodies, and other stakeholders to gather input and foster collaborative efforts in anti-corruption initiatives. 
  • When requested, present the committee in meetings, workshops, and conferences related to anti-corruption policy and legislation. 
  • Work closely with communication specialists to develop an advocacy talking points and communication materials on the policy proposals.   
  • Provide regular report on its activities to the Pro-Integrity team and participate in coordination meetings with the Pro-Integrity.   
  • Other tasks as would deem to be necessary  

REQUIRED QUALIFICATIONS 

  • Advanced degree in Law. 
  • Minimum of 5 years of professional experience in policy analysis and legal drafting. 
  • Strong knowledge of Ukrainian legal and political systems, as well as anti-corruption frameworks and standards. 
  • Strong analytical, research, and writing skills. 
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders. 
  • Ability to work independently and as part of a team in a fast-paced, dynamic environment. 
  • Fluency in Ukrainian both oral and written.
