Job Title: Regional Development Expert.
Project Name: Recovery for All (RFA).
Job Type: Decentralized Recovery Team.
Location of Position: Remote/Office in Kyiv.
Reporting to: RFA Deputy Director, Team Lead.
Remuneration: Fees are subject to negotiation and shall not exceed established market rates.
Indicative LOE/Time Frame: Full-time, Monday-Friday.

The duration of the contract is three months from the date of signing the contract with a possibility of extension (subject to approval and implemented deliverables during a previous deployment).

Citizenship: Ukraine.
Language Requirements:
Excellent knowledge of Ukrainian, ability to speak and write clearly.
Excellent command of English, both written and speaking skills.

Project Description: Recovery for All (RFA) is a seven-year (2025–2031) technical assistance project, funded by Global Affairs Canada and implemented by Alinea International.

RFA will support 50 war-affected communities take on the massive task of managing the damage that has been inflicted by Russia’s war against Ukraine. The aim is to help communities build back better, not only in terms of reconstruction, but also socially and economically, so that people that have stayed in the communities not only survive this war, but can thrive. Each community has its own needs and priorities, so we will work with them to plan a recovery that meets those needs, build the capacity to attract financing and implement recovery initiatives, that serve the long-term development of communities to develop and to foster a better future for residents.

At the national level, RFA works with the Ukrainian government on recovery planning and coordination, ensuring different ministries and agencies collaborate effectively and together, that these efforts support Ukraine’s path toward EU integration. RFA supports tracking and reporting on the Ukraine Plan through digital systems we have developed, allowing Ukraine to report efficiently, accurately and transparently to the EU, on its progress required for release of financial tranches under the EU Facility.

About the Work: RFA provides technical assistance to multiple Ministries to:
● Improved capacity of GoU to establish EU compatible and decentralized strategic and recovery planning framework that align sector plans across government;
● Improved capacity of GoU to develop gender-responsive, citizen-oriented, inclusive and environmentally sensitive policies within the strategic and recovery planning framework;
● Improved capacity of the GoU to manage ProjectUA in a transparent, accountable, evidence-based manner.

To achieve these objectives, the RFA Project supports the Government of Ukraine (GoU) in strengthening strategic planning for municipalities from temporarily occupied territories.

Regional Development Expert will lead the development and institutionalization of practical recommendations for local strategic planning, with a particular focus on municipalities affected by occupation. The role will include designing and adapting planning tools and decision-making instruments suitable for conditions of displacement, disrupted governance, and limited access to territory.

These tools and recommendations must address the needs of community residents (internally displaced persons (IDPs), residents who remain in temporarily occupied territories). The Expert will ensure that the proposed planning approaches are realistic, coherent, and aligned with Ukraine’s broader recovery and reintegration policy framework.

The Role:
● Ensure sharing of information about international best practices, guidance, and opportunities related to strategic planning and multi-level governance, with a focus on municipalities from temporarily occupied territories.
● Contribute to the development of policies and recommendations for strategic recovery and development planning, ensuring that approaches are inclusive, gender-responsive, trauma-informed, and environmentally sensitive, and tailored to the needs of municipalities affected by temporary occupation.
● Support the development of planning instruments that help synchronize strategic planning for municipalities from temporarily occupied territories with the broader framework of state regional policy, budgeting, and recovery planning at regional and local levels.
● Provide technical support to the Government of Ukraine (GoU), upon request, in drafting methodological documents relevant to strategic planning and recovery of municipalities from temporarily occupied territories within a multi-level governance framework.
● Prepare materials for meetings, working groups, and coordination platforms related to strategic planning, municipal recovery, and reintegration processes.
● Organize consultations and engagement with key stakeholders—local authorities, civil society, experts, and partners—to ensure coherent and evidence-based planning approaches for municipalities from temporarily occupied territories.
● Maintain relationships with government institutions, regional and local authorities, and other key recovery public and non-public stakeholders
● Organize events, press conferences, round tables, panel discussions on topics related to the decentralization reform, state regional policy, strategic recovery and development planning, public investment management.
● Apply the principles of RBM, GBA+ and environmental sustainability in preparation of the deliverables.

Required Qualifications:
● 5+ years of professional experience in regional development, recovery and reintegration policy, strategic planning, governance, public administration, or related fields.
● Strong knowledge of Ukraine’s multi-level governance system, including the roles and mandates of national, regional and local authorities, particularly in the context of planning for municipalities from temporarily occupied territories.
● Familiarity with EU principles and best practices on community-led planning, inclusive governance and territorial development.
● Experience developing analytical materials, guidance or strategic documents for government stakeholders, ideally in areas linked to recovery, reintegration or local development.
● Practical experience engaging with diverse stakeholders, including displaced communities (IDPs), civil society organisations, local governments, and NGOs.
● Ability to design or adapt planning tools and methodologies to the needs of conflict-affected municipalities, including approaches responsive to vulnerability, trauma, inclusiveness, and community resilience.
● Strong experience in policy development and regulatory framework design.
● Good communication skills.
● Leadership, coaching and mentoring.
● Results driven highly-motivated expert with sound judgement and maturity.
● Strong ethics, well-balanced and mature personality, positive attitude to the job.
● Strong organizational skills, ability to work under tight deadlines.
