Seeking consultants to conduct Data Quality Assurance (DQA) for USAID Ukraine Monitoring & Learning Support

NORC at the University of Chicago is one of the largest and most highly respected social research organizations pursuing high quality social science research both in the U.S. and internationally.

NORC is seeking short-term consultants during the period September to November 2021 to conduct Data Quality Assurance of USAID Performance Indicators in accordance with ADS 201. Data Quality Assurance will be conducted as part of the USAID Ukraine Monitoring and Learning Support (UMLS) contract held by NORC partner EnCompass LLC. This is a five-year project that supports USAID in its monitoring, evaluation, and learning activities.

This position is a short-term consulting position based in Kyiv, Ukraine. Women are strongly encouraged to apply.

Position Duties and Responsibilities

The Data Quality Assurance consultant will implement DQA procedures for a set of selected Performance Indicators as part of a small team. The DQA procedures require the following tasks:

1) Prepare a finalized document with selection of Performance Indicators and USAID Implementing Partners for DQA.
2) Collect documents from USAID Implementing Partners related to selected indicators (MELP, PIRS, PITT, Annual Report) to conduct a desk review; prepare a summary of Desk review findings.
3) Prepare and conduct field visits or online meetings (depending on COVID-19 related restrictions) with representatives of USAID Implementing Partners responsible for collecting and reporting selected Performance Indicators. The field visits should include review of the data collection system, verification of reported values, and spot-checks of the supporting documents.
4) Prepare DQA report with recommendations on improvements using the DQA checklist recommended by ADS 201.

The Data Quality Assurance consultant will work in close collaboration with a specialist from NORC headquarters under supervision of the UMLS Performance Monitoring Specialist.

Qualifications

Required

• Master’s Degree in a related field or a Bachelor’s degree and an additional 4 years of related professional experience;
• Minimum 5 years of experience in indicator development (including context indicators), data collection and analysis, data quality assessments;
• Experience in the use of spreadsheets and databases;
• Excellent teamwork, interpersonal, and communication skills; and,
• Excellent written and verbal communication skills in English and Ukrainian and/or Russian.

Preferred

• Strong familiarity with USAID’s Performance Monitoring practices and requirements;
• Understanding of knowledge management as it relates to USAID programs;
• Experience in conducting Data Quality Audits;
• Familiarity with the USAID Regional Mission for Ukraine and Belarus; and
• Familiarity with USAID performance data information systems, or other such systems.
