DAI is seeking qualified candidates for full-time Regional Legal/Regulatory Specialist positions in Zhytomyr to join USAID Governance and Local Accountability (HOVERLA) Activity’s team. Interested candidates should submit their application through the following portal:

Project Background

DAI Global LLC is implementing the U.S. Agency for International Development (USAID)-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv with project activities across Ukraine’s regions and communities. The HOVERLA Activity will build upon accomplishments and progress made to complete the necessary legal framework for decentralization and support Ukraine’s advance to self-reliant local governance.  It supports the operation of newly consolidated communities, improves services delivered to citizens, and advances citizen engagement and confidence at all levels.  HOVERLA has three primary objectives:

  • Objective 1:  Ukraine’s system of local self-governance is increasingly institutionalized and effective;
  • Objective 2:  Subnational government achieves greater self-reliance; and
  • Objective 3:  Citizen’s participation and influence is increased in local governance processes

To support these initiatives, DAI seeks qualified candidates to fulfill HOVERLA’s goals.

Position Overview:

The Regional Legal Regulatory Specialist will provide consultative and expert support services to local state administrations (oblast and rayon) and HOVERLA Activity’s selected consolidated territorial communities (CTCs) of the respective Oblast to perform mandates and functions delegated from the national level. She/he will build capacity of local state administration, institutions, organizations and selected CTCs to support self-government learning and development.

Duties and Responsibilities:

The Regional Legal Regulatory Specialist will be responsible for, but not limited to, the following tasks: 

  • Provide expert support to CTCs of respective Oblast in implementing new legislation on decentralization, including fiscal and sectoral, in cooperation with Objective 1 Team; and support relevant legal divisions and departments of local state administration as well as CTCs in revising and/or amending local ordinances in line with new legislation affecting the functioning of local self-government bodies.
  • Design, conduct, and moderate training on legal and regulatory framework of local self-government driven by consolidated territorial communities demands.
  • Assist in the development of handbooks, guidance, recommendations for the CTCs aimed at the implementation of new legislation on decentralization, including fiscal and sectoral.
  • Support increased institutional and organizational capacity building of HOVERLA’s selected CTCs via the development of model legal instruments.
  • Deliver timely, detailed, and accurate updates on oblast-based activities included contributing to Activity weekly, quarterly, annual, and final reports, and other deliverables.
  • Assist in the development and review of deliverables including implementation plans and project guidelines as requested).
  • Identify and contribute to success stories and good practices in local self-government and its legal framework as required by USAID.
  • Maintain regular contacts and good working relations with different stakeholders on the subnational and local level.
  • Provide technical input on Oblast/Rayon and CTCs profiles.
  • Assist the Regional Office Team Lead in facilitating effective decision-making at subnational level.
  • Participate in regular meetings with the HOVERLA Kyiv team to discuss technical, administrative, and other issues as requested.
  • Oversee the field work done by the project and grantees related to legal, regulatory, and local ordinance issues and ensure that lessons learned are cycled back into the program’s future work planning.
  • Communicate and cooperate effectively with colleague in the Regional Office.
  • Liaise closely and regularly with colleagues in the other regional offices to contribute towards overall coherence and coordination of work.
  • Collect quality data for the MEL plan for quarterly and annual indicators.
  • Other activities as required by Regional Office Team Lead or Objective 1 Team Lead.

Qualifications:

  • Master’s degree in law or equivalent and at least 8 years work experience in the public sector or in related areas.
  • Work experience with, or knowledge of, public administration in Ukraine at the national, subnational and local levels and/or knowledge of international organizations.
  • Knowledge of the government’s reform agenda, in particular in the field of decentralization.
  • Deep knowledge of local self-government bodies pertaining to their functioning, regulations, needs, and problems.
  • Good knowledge of the contract, labor, property, court laws are an advantage.
  • Experience in the preparation of draft laws and/or local ordinances is an advantage.
  • Strong computer skills including efficiency in MS Office Suite, including Word, Excel, PowerPoint.
  • Ukrainian native speaker; fluency in English language is an asset.
  • Prior work experience with USAID or other international organizations is an asset.
