Location of Position: Kyiv, Ukraine
Reporting to: Technical Team Lead
Remuneration: Fees are subject to negotiation in line with market rates
Indicative LOE/Time Frame: January 2026 – March 2028 (up to 220 days LOE/ year; annual contract review based on availability of project funding)

Role’s Purpose:
The purpose of this role is to lead and implement capacity building programmes for beneficiaries and recipients of the CYFER programme, with a focus on strengthening their institutional ability to effectively apply the technical and organizational assistance provided. Capacity development efforts will primarily include the design and delivery of training programmes, educational initiatives, and targeted knowledge-sharing or capacity building activities. The role will also support inter-agency and international cooperation efforts aimed at advancing cybersecurity collaboration between Ukrainian governmental stakeholders and their international counterparts, particularly the UK. In addition, the Cyber Capabilities Development Lead will facilitate CYFER-related engagements on institutional development and international technical assistance, including communications and coordination tasks on behalf of the Technical Team Lead.
Tasks/responsibilities:
Strategic Delivery:
- Plan, coordinate, and manage the development and implementation of training programmes and educational initiatives for CYFER recipients and beneficiaries, in line with identified capacity development needs.
- Develop and maintain capacity building workplans, schedules, and content tailored to the specific technical and organizational contexts of CYFER’s recipient organizations.
- Work closely, and be responsible for performance management when required, with and for selected subcontractors, expert trainers, and implementing partners to ensure high-quality delivery of training activities and learning outcomes.
- Coordinate with Government of Ukraine authorities and relevant stakeholders to ensure alignment of training and educational support with national cybersecurity priorities.
- Provide organizational support for inter-agency and international cooperation activities related to cybersecurity capacity building, including planning and logistical arrangements for joint initiatives.
- Represent the CYFER programme in communication with government counterparts on capacity building and institutional development matters, as delegated by the Technical Team Lead.
- Proactively identify additional opportunities to support FCDO objectives related to capacity building via horizon scanning consistent with the key thematic areas of the programme and in light of the evolving economic and political context.
- Facilitate consultations and planning meetings related to the provision of international technical assistance in the field of cybersecurity capabilities development.
Monitoring, Reporting, Evaluation and Learning:
- Prepare technical documentation and reports summarising and assessing capacity building efforts, including exploring participation levels, key outcomes, and lessons learned.
- Contribute to the design and implementation of feedback mechanisms to evaluate capacity building effectiveness and inform adjustments to programming as well as programme MREL requirements.
- Monitor and track capacity development and behavioral change indicators alongside any other relevant logframe or MREL indicators to assess progress toward CYFER outcome indicators (these are related to improving GoU capacity to identify, understand and neutralize cyber‑attacks via improved staff knowledge, skills and behaviors, and institution-wide SoPs).
- Support the programme’s MREL team to ensure that they receive timely, complete, and high-quality information required for the preparation of MREL reporting deliverables in line with FCDO expectations.
Other:
- Oversee coordination with programme beneficiaries and recipients on all registration-related documents, including processing updates and revisions to the Registration Card and/or Procurement Plan.
- Stay abreast of any political economy insights generated through training and educational support ensuring that these are reported on a timely basis to CYFER’s technical team.
- Contribute to CYFER deliverables when relevant and required, for example CYFER’s quarterly reports, annual reviews.
- Contribute to programme Initial Case and Full Case deliverables when required.
- Participate in FCDO discussions and meetings when required.
Qualifications and experiences
Qualifications:
- Master or higher educational degree in public administration, law, international relations, communication studies
- At least 3 years of experience working with Government of Ukraine stakeholders
- Strong organizational and project management skills
- Excellent ability to plan and manage initiatives
- Solid communications sills, including written skills
- Skills in developing technical project documentation
- Fluency in Ukrainian and English required
Experience:
- Experience working with the Government of Ukraine stakeholders (especially in the cybersecurity sector)
- Experience with public sector, donor projects, and NGO stakeholders
- Previous experience with donor-funded projects (experience with FCDO-funded programmes would be particularly advantageous).
- Experience in organizing international conferences, trainings and research with international partners
