Chemonics International, a global consulting and international development firm, seeks an Environmental Compliance Specialist, long-term position, for the USAID-funded Competitive Economy Program (CEP). CEP is a seven-year program to increase the competitiveness of startups and small and medium-sized enterprises (SMEs) in Ukraine, as well as to increase the competitiveness of Ukrainian products in foreign markets, through a combined focus on improving Ukraine’s business enabling environment, increasing private sector competitiveness, increasing access to finance and investments, promoting exports, and facilitating trade.

The Environmental Compliance Specialist (Specialist) will contribute to the CEP’s environmental review system for grant recipients, ensuring compliance with the 22 Code of Federal Regulations (CFR) 216 USAID Environmental Procedures requirements, USAID’s Supplemental Initial Environmental Examination (SIEE) recommendations, and Ukrainian environmental laws and regulations.

The Specialist will work with the CEP technical and grants and subcontracts teams to complete all required environmental screening for each planned grant activity; this includes, but is not limited to, completion and submission of the Environmental Review Checklists (ERCs), Environmental Mitigation and Monitoring Plans (EMMPs) and Records of Compliances (ROCs), as well as receiving and responding to USAID questions, edits, etc. In addition, he/she will ensure that the EMMPs are implemented and that reporting against monitoring indicators is conducted and received from grantees – for all grant activities where they are required.

The Environmental Compliance Specialist’s responsibilities will include, but are not limited to, the following: 

  • Conduct an environmental review of CEP activities using USAID’s Environmental Review Checklist (ERC) to identify potential environmental and/or social impacts, develop Environmental Mitigation and Monitoring Plans (EMMPs) to address potential impacts, and complete Records of Compliance (ROCs) for CEP activities based on USAID and Ukrainian environmental standards and requirements.
  • Work with the CEP technical and grants and subcontracts teams to prepare and implement the required environmental compliance documentation for each planned activity as necessary.
  • Manage and oversee implementation of environmental compliance mitigation measures at grantee sites and track monitoring indicators, such as by conducting site visits and completing site logs.
  • Coordinate with CEP technical teams, subcontracts and grants team, and project partners for environmental monitoring and for inclusion of collected data in reports and deliverables, as appropriate.
  • Review CEP’s grantee and subcontractor monitoring reports to ensure they follow the requirements defined in their tailored EMMPs.
  • Develop and manage CEP’s environmental review system to put in place safeguards to eliminate the potential for adverse environmental impact, applicable USAID and Ukrainian regulations, policies, and procedures.
  • Advise CEP teams and partners on the processes for obtaining environmental approvals/permits and ensure compliance with local environmental laws and regulations.
  • Collaborate with technical teams to contribute to development of annual work plans and incorporate updates to EMMP as needed based on yearly work plans.
  • Coordinate with Chemonics’ corporate environmental compliance specialists as needed.
  • Other tasks assigned by the COP, DCOP, Grants Manager or as delegated.

 The preferred qualifications for the Environmental Compliance Specialist are: 

  • Degree in environmental protection or related field required. Relevant professional experience may be substituted for academic accreditation.
  • At least five years of experience working with grant recipients – either USAID or other international donors; knowledge and/or experience of USAID’s grant cycle, rules, and requirements is required.
  • At least two years of professional experience completing USAID environmental compliance documentation such as ERCs/EMMPs/ROCs, or similar environmental documentation for other international donors preferred.
  • Ability and experience in training colleagues and staff on USAID or other international donor environmental compliance or safeguarding procedures preferred.
  • Good knowledge of Ukrainian environmental laws and regulations preferred.
  • Professional fluency in Ukrainian and English required.
