The SAFE Initiative seeks to enable media professionals and social communicators working in difficult environments to continue to do so as safely and securely as possible. This objective will be accomplished through the establishment of regional centers for journalists from Eastern Europe countries.
The SAFE Center Manager leads medium-sized field offices housing complex projects or a portfolio of multiple projects. He/she is responsible for the performance of their assigned project, including meeting programmatic goals, remaining compliant with funder regulations, and ensuring that project finances are effectively used and within the limits of the project budget. He/she supervises assigned staff to meet the above duties and to foster their professional development; creates an office atmosphere in line with IREX policies and customs. He/she may be requested to make contributions to IREX new business initiatives and seeks and forwards to IREX/DC information that will help with future new business initiatives. He/she conducts communications with funders and serves as a key contact for funders. Travel within the country of assignment may be frequent; some international travel will also be necessary. In addition to the above skills, the ideal candidate has excellent cross-cultural communication skills, English proficiency, and familiarity with the regional media environment.

Your Background & Skills:
- Bachelor’s degree in related field required; Master’s degree preferred. Related fields may include Management, Journalism, Communications, Education, Evaluation and Learning, Business, Finance, Security-related fields, as well as any Sciences or Social Sciences.
- Minimum 10 +years of progressive job experience. or a master’s degree and 9 years of experience
- Excellent ability to communicate effectively on the technical aspects of implementation with a wide variety of stakeholders.
- Proven record of accomplishment working effectively with other projects, media and civil society, high-level host country host government counterparts, and other international partners.
- Must possess the technical, managerial and communication skills to assume all related responsibilities of the COP position on a full-time basis if needed. Demonstrated expertise in areas such as training programming and curriculum development. Experience conducting trainings, preferably experience training individuals in emergency protocols, risk management, digital security, or psychosocial care.
- Substantial experience working in high-risk environments or emergency situations preferred
- Experience designing and implementing curriculum for digital safety trainings, preferably in emergency protocols, risk assessment, first aid and safety.
- Experience interacting and developing relationships with media professionals.
- Experience developing risk assessments, management and mitigation plans for organizations and individuals.
- Must be open to learning and adapting training material for a comprehensive approach combining physical safety, digital security, psychosocial self-care, and risk management as well as piloting new adult learning techniques.
- Familiarity with media environment in Ukraine.
- Effective oral and written communication credentials.
- English language skills required.
- Strong representational and organizational skills.
- Must demonstrate valid proof of unrestricted authorization to work in Ukraine
Your Daily Tasks:
- Lead overall implementation of one or more media, technology, and/or civil society project.
- Lead office operations and administrative operations.
- Supervise the writing of, and write, work plans and other project strategy documents, design project components.
- Draft complex documents, including program reports and evaluations.
- Ensure high quality project deliverables and results are being met, including designing, leading, and/or participating in monitoring and evaluation efforts.
- Ensure integrated approach to trainings and training activities (i.e., standard operating procedures and risk-mitigation strategies) through working closely with other program trainers, as well as other program staff and consultants.
- Create and contextualize digital safety and risk management lessons and methodology to suit participants’ needs and ensure integrated approach in training materials.
- Lead and/or deliver trainings in digital safety and risk management that reflect an integrated safety framework.
- Provide risk assessment and mitigation planning to at-risk individuals and organizations on an as-needed basis, and in coordination with the center team and center managers.
- Support the development and updating of M&E tools that consider local context and beneficiary profile.
- Advise local partners and serve as a technical resource; provide technical advice for IREX organizational initiatives or other projects.
- Select, hire, and supervise consultants and staff as necessary, including overseeing of onboarding, as necessary.
- Make decisions and provide solutions to implementation obstacles, in coordination with Project Director.
- Maintain effective relations and coordination with program funders and partners.
- Contribute to project, practice, and organizational strategy.
- Contribute to new business development efforts, as needed.
- Develop and oversee the creation of project materials, including curriculum, research, and design of training workshops and training manuals.
- Oversee the development of project deliverables materials for both the organizational and funder audience, including progress reports and updates on the operating environment.
- Represent IREX externally at conferences and other events including making presentations about assigned project(s) and/or relevant technical topics.
- Coordinate program publicity and outreach, including overseeing the production of regular program updates and promoting program successes to a variety of audiences.
- Regularly communicate updates to Project Director.
- Supports the design, writing and/or review of any proposals related to holistic security and Training of Trainers, as well as regionally relevant proposals.
- Ensures that project finances are effectively used and within the limits of the project budget.
- Responsible for promoting and adhering to organizational policies and funder regulations.
- Provides supervision, mentoring, and guidance to local staff, including fostering the implementation of frameworks that encourage supervised staff to make use of IREX’s professional development benefits.
- In coordination with the Deputy Center Manager and the MEL Coordinators, identifies and assesses the Team’s needs for capacity building, and/or any activity that would support the Team’s improvement.
- In coordination with the Deputy Center Manager and the MEL Coordinators, coordinates the capacity building for the Team, identifying and contacting IREX internal and/or external specialists who will conduct the sessions.
Other programmatic and administrative duties as needed.
