Chemonics is seeking a Grants/Fund Assistant to support the the Partnership Fund for a Resilient Ukraine (PFRU). The Partnership Fund for a Resilient Ukraine is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO). The aim of PFRU is to strengthen the resilience of the Ukrainian government, economy, media and the Ukrainian civil society by delivering essential resilience project support to the relevant partners.
The Grants/Fund Assistant will support the Fund Management team with developing grants and vendor agreements, vendor due diligence processes, grant/vendor agreement implementation and reporting including collection of financial supporting documentation and developing and updating budgets and supports the collection of all required documentation for project closeout including coordination with the finance team on financial reconciliation. The Grants/Fund Assistant will ensure that all grants, vendor agreements, and subcontracts under the Fund are awarded and implemented in line with FCDO regulations, Chemonics’ contract, Ukrainian law, and Chemonics’ policies and internal controls.
He/she oversees administration under the Fund and ensures that the Fund’s systems and processes are consistent with Chemonics’ high standards and are in accordance with local laws and FCDO regulations.
Specific Duties and Responsibilities:
- The Grants/Fund Assistant will supervise the development and revision of the Fund-making annual work plan and applies the policies and procedures in the project’s funds’ manuals. The Fund Assistant will ensure that activities and deliverables related to funds are achieved on schedule, in accordance with approved specifications and within the allocated budget
- Analyses, assesses, and assists with budgetary and financial aspects of fund proposals, recipient financial management capacities and needs, and disbursement of funds
- Oversees activities related to fund grant/contract solicitation and selection, grant awards, grant implementation, grant monitoring and evaluation, and grant close-outs
- Ensures that all contract-specified funds-related regulatory requirements are met in a satisfactory and professional manner
- In consultation with the Fund Manager, creates and oversees overall policies, practices, and procedures relating to all aspects of the project lifecycle
- When necessary and appropriate, perform due diligence assessments to determine applicant management and technical capacity to administer grant awards
- Effectively liaises between project staff and fund recipients, and ensures that recipients are provided with suitable technical advice and assistance in the fields of management, including financial management, financial sustainability, and advocacy
- Monitors compliance of all agreements governing the award of grants and subcontracts under the fund and prepares necessary reports
- Ensures the highest levels of honesty, integrity, openness and transparency in administering fund and grant award processes and procedures
- Ensures that project and grants-related files are maintained in a current and complete manner and are audit-ready at all times
- Other tasks as assigned by supervisor or designee.
Experience, Skills and Qualifications:
- A. degree in public administration, international relations, business, finance, or relevant field
- Strong analytical skills and attention to detail required
- Detailed knowledge of grants finance and subcontract budgeting for FCDO or donor projects, including FCDO regulations for compliance and oversight
- Minimum two years’ experience with an FCDO-funded project is strongly preferred.
- Fluent Ukranian is required and proficient English is preferred
Reporting
The Grants/Fund Assistant will report to the Fund Manager.
Location
PFRU currently operates remotely due to the ongoing war. This policy is assessed and revised regularly with the intention of establishing a permanent office in Kyiv in June 2022 with staff working from there.
This is a long-term position through the life of the programme, slated to end March 2024.
