CIPE is seeking a temporary position with the possibility of extension based in Kyiv, Ukraine, to work under the National Endowment for Democracy (NED)- funded project, “Eastern Europe Regional: Strengthening Eastern European Economic Resilience.”
The Administrative Specialist will report to CIPE’s Washington, DC-based Deputy Director for Europe & Eurasia and will work closely with CIPE’s Eastern Europe team and Grants Manager for Europe & Eurasia to oversee procurement and grant management while ensuring full compliance with the NED, U.S. government donor regulations, and CIPE’s internal policies and procedures. The position requires demonstrated experience managing donor-funded procurement processes, including drafting solicitation documents, supporting partners understanding the requirements to develop compliant budgets and Scopes of Works (SOWs), and tracking grant and contract implementation.
The Administrative Specialist will ensure that procurement and grant processes are transparent, competitive, compliant, and aligned with programmatic objectives established by the CIPE Eastern Europe team. This position requires strong knowledge of U.S. government donor regulations, exceptional attention to detail, and the ability to manage multiple concurrent procurement and grant actions in a fast-paced, multi-country environment.
