Запит на пропозицію: Facilitator, STTA (for EnCompass LLC, UMLS)

EnCompass LLC invites qualified experts to submit a price offer for the provision of Facilitation services related to the USAID/Ukraine Monitoring and Learning Support (UMLS) activities. This is a five-year program assisting the USAID/Ukraine in meeting its overall monitoring, and collaborating, learning and adapting (CLA) needs. 

The purpose of this request is to obtain price quotations for a wide range of high-quality facilitation services.  

Technical requirements

• Facilitate or co-facilitate interactive events in English and Ukrainian: virtual, in-person, and hybrid. 
• Engage to understand learning needs and to design facilitations for delivery. 
• Provide subject matter expertise and remain informed on relevant trends including Agency policies, procedures, and initiatives related to course content. 
• Work collaboratively with co-facilitator and production team to plan and execute each session, synergizing expertise and experience to achieve the learning goals of the training. 
• Participate in all launch calls, rehearsals, and debrief sessions. 
• Complete the Facilitator Feedback Form after each delivery. 
• Participate in required training of trainer events and trainer meetings. 
• Undergo annual observation and evaluation to ensure quality and consistency in course deliveries. 
• Adhere to all contractual period of performance and invoicing requirements. 

Qualifications and requirements

Technical Qualifications 

• Bachelor’s Degree with a minimum of 10 years of experience in the relevant technical area and 2 years teaching experience (optional).  
• Technical expertise in adult learning and one or more of the following subject matters: human resources; leadership development; supervision; management; onboarding; workforce development; writing Executive Core Qualifications (ECQ); US government acquisitions and assistance; financial management; budget and resource management; USAID program cycle; Collaboration, Learning, and Adaptation; and/or monitoring and evaluation. 
• Experience working with USAID or other donor-funded projects strongly preferred and required for some courses. 
• Ability to deliver virtual trainings in a variety of time zones, including EST and GMT+2, preferred. 
• Experience in field of international development, working in cross-cultural environments. 
• Expertise in various assessment tools including 360-degree assessments, StrengthsFinder, DiSC, Myers-Briggs Type Indicator (MBTI) among others a plus. 
• Excellent communication skills and ability to communicate with various stakeholders and to express ideas and concepts concisely and clearly.  
• Ability to work in an appreciative, strengths-based environment, and to use strengths-based tools with clients. 
• Ability to bring a Diversity, Equity, and Inclusion lens to all relevant activities. 
• Ability to bring a gender equality and social inclusion lens to all relevant activities. 
• Excellent verbal and written communications skills in English and Ukrainian. 

Additional Note: The agreement under which this procurement is financed does not permit the financing of any taxes, VAT, tariffs, duties, or other levies imposed by any laws in effect in the Cooperating Country. No such Cooperating Country taxes, VAT, charges, tariffs, duties or levies will be paid under an order resulting from this Request for Quotations.

Quotations must be priced on a fixed-price, all-inclusive basis, including delivery and all other costs.
