Enabel – the Belgian agency for international cooperation – is looking for a Responsible for Administration & Finance (RAF) to join its team in Ukraine.
Enabel implements international development programmes funded by the Belgian Government and other international donors, supporting Ukraine’s recovery and long-term development. The current programme focuses on reconstruction, social protection, education, employment and strengthening public institutions.
About the Role
Reporting to the Manager Finance & Contracts, you will lead the financial and administrative management of a large-scale international programme. This role combines strategic financial planning, donor compliance, risk management, grants oversight and team leadership.
You will work closely with Ukrainian institutions, international partners and donor organisations to ensure transparent, efficient and compliant programme implementation.
Key Responsibilities
- Lead budgeting, financial planning and budget monitoring for the programme.
- Prepare and oversee financial reporting in line with donor requirements.
- Monitor cash flow and approve payments.
- Ensure effective financial control and efficient use of programme funds.
- Oversee grant financial management and compliance.
- Coordinate financial audits and monitor implementation of audit recommendations.
- Identify and mitigate financial and fiduciary risks.
- Strengthen internal control systems and financial procedures.
- Support partner organisations in improving their financial management capacity.
- Lead, coach and develop the finance team.
Requirements
- Master’s degree in Finance, Accounting, Economics or a related field.
- At least 5 years of experience in financial management.
- Strong knowledge of budgeting, financial reporting and internal controls.
- Experience in audit, risk management and compliance.
- Previous experience managing a team.
- Experience with international organisations, donor-funded programmes or NGOs will be considered a strong advantage.
- Excellent command of English and Ukrainian (written and spoken).
- Strong analytical, organisational and communication skills.
