Background
Ukraine’s Cohesion and Regional Development Project, UCORD, is a technical assistance project implemented with the support of Switzerland through the Swiss Agency for Development and Cooperation by NIRAS Sweden AB.
UCORD aims for citizens, businesses, and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace, and social cohesion in Ukraine. The project currently supports six pilot oblasts of Ukraine: Khmelnytskyi, Sumy, Ternopil, Vinnytsia, Odesa and Volyn oblasts as the starting points, targeting capacity development and awareness-raising initiatives nationwide. UCORD consists of three components:
Component 1 embeds regional policy development in Ukraine by supporting and strengthening Regional Development Agencies (RDAs) in pilot oblasts.
Component 2 seeks to improve public service delivery in the WASAW (water supply, sanitation, and waste management) sector, focusing on the environment.
Component 3 aims to construct social cohesion through culture, dialogue, and creative industries.
Introduction
UCORD is implementing the Renaissance Clusters Grant Program, which supports the establishment and development of cultural and cultural-tourism clusters. As part of the initiative, partners are developing and promoting tourism products that contribute to regional development, create added value for local economies, strengthen human capital, and foster social cohesion.
To ensure the sustainability of key results and the long-term impact of implemented initiatives, UCORD coordinates its work with the State Agency for Tourism Development of Ukraine and supports the implementation of the National Program “Journey to Yourself. Paths to Recovery” which is implemented in line with the Strategy for the Development of Tourism and Resorts of Ukraine until 2026 and aims to develop a national recovery system through travel and tourism. The program integrates the capabilities of the tourism and resort sector, natural, cultural and recreational resources of Ukraine to support the psycho-emotional recovery of the population, and also provides for the creation of a modern digital and communication infrastructure to ensure access to such opportunities.
The Program includes the development of an interactive database of tourist and recreational resources, the promotion of cultural heritage and protected natural areas, the formation of a national network of tourist routes, and the introduction of modern marketing tools in the tourism sector. Based on the principles of sustainable development, inclusiveness, digitalization, security, and people-centeredness, the program addresses the growing need for systemic population recovery.
UCORD provides expert support for the implementation of the Program “Journey to Yourself. Paths to Recovery”. Within the framework of Component 3, UCORD is engaging a group of short-term experts in project management and coordination to support effective implementation, stakeholder engagement, and delivery of activities at the national level. The experts will contribute to the creation of a unified interactive database of Ukraine’s tourism and recreational resources, as well as the promotion of cultural heritage and protected natural areas.
To ensure effective communication, audience engagement, and visibility of programme activities and results, a dedicated SMM Manager will be engaged to develop and implement digital communication activities, promote programme initiatives across social media channels, and support outreach to target audiences and stakeholders.
Scope of Work
SMM Manager shapes the voice of the program in the digital space and creates an emotional connection with the audience, from engaging participants to shaping a new travel culture. The scope of work includes, but is not limited to:
- development and implementation of SMM strategy in accordance with the project goals;
- formation of a monthly content plan for Instagram, Threads, Facebook, TikTok and YouTube platforms;
- creation, initial content and management of the program’s pages on social networks;
- creation and publication of content in accordance with the content plan and approved deadlines;
- writing texts for posts, stories, descriptions, CTAs, scripts for basic videos and other formats;
- creation of basic visuals according to templates in Figma;
- editing simple videos based on content from regional trips and filming;
- moderation of social media pages, responses to comments and messages;
- analysis of the effectiveness of content and campaigns;
- preparation of monthly analytics and recommendations for improving and scaling the project’s presence in social networks;
- tracking trends and adapting current formats to the program’s objectives;
- coordination of work with other members of the content team and contractors;
- participation in the development of creative campaigns and special projects of the program;
- ensuring compliance with UCORD visibility and branding guidelines across all social media platforms and content formats, including the correct use of visual identity elements, acknowledgements, disclaimers and donor visibility requirements.
Deliverables:
- A detailed social media and digital communications work plan, including content priorities, target audiences, communication channels, posting schedule, key messages, and performance indicators for promoting the Programme “Journey to Yourself. Paths to Recovery”.
- Social Media Marketing (SMM) Strategy for the Program developed and implemented in coordination with the content and communications team;
- 4 monthly content plans prepared and executed in accordance with the approved SMM strategy (4 content plans delivered);
- Official Program accounts established, branded, and configured on Instagram, Threads, Facebook, TikTok, and YouTube;
- A minimum of 9 posts (photo and/or video content) published on each social media platform, excluding YouTube, prior to the official launch of the channels;
- A minimum of 24 posts and 24 stories published on each social media platform, excluding YouTube, during the first two months following the launch of the channels;
- Quarterly audience reach, engagement, and follower growth targets achieved in line with the KPIs defined in the approved SMM strategy;
- Digital communication support provided for all key Program events, activities, and public engagements across relevant social media channels;
- 4 monthly analytical reports prepared, including performance metrics, audience insights, and recommendations for further development and optimization of the Program’s social media presence$
- Compliance with UCORD visibility, branding, and donor communication requirements ensured across all social media accounts and published content with close coordination with UCORD communication team
Qualifications
- 2+ years of experience in SMM;
- sense of style, narrative, and storytelling;
- understanding of digital communications trends;
- experience working with socially significant or lifestyle projects is a plus;
- basic copywriting and content production skills;
- experience working with Figma, Canva, etc;
- high level of proficiency in Ukrainian and English.

Reporting
The expert reports to Programme Manager, who will closely coordinate with Component 3 Lead and representatives of the State Agency for Tourism Development.
All deliverables under this ToR shall be reviewed and approved by representatives of the State Agency for Tourism Development and are subject to final approval of Component 3 Lead.
Business travel
The process of performing the tasks defined by this ToR and the Contract may require occasional business trips to a place of residence different from the manager’s place of residence within Ukraine.
