Position Summary

The Director of Finance and Administration (DFA) provides strategic leadership and oversight of all financial, procurement, administration and human resources functions for the country project under the Momentum Wheel for Humanity (MWH) Representation Unit in Ukraine. The role ensures compliance with donor regulations (DG ECHO and WHO), local Ukrainian legislation, and organizational policies while supporting effective project delivery in a complex operating environment.

The DFA serves as a member of the senior management team and is responsible for maintaining robust financial controls, efficient operational and administration systems, and high-quality support services that enable project teams to achieve objectives.

Expected Duties and Responsibilities

Financial, Compliance and Risk Management

  • Lead on financial management functions, including budget development, forecasting, cash flow management, accounting, and financial reporting.
  • Review and monitor project expenditures against approved budgets and provide monthly variance analysis.
  • Prepare and review VAT reports and other required donor and government financial reports for accuracy.
  • In coordination with MWH HQ ensure timely donor financial reporting.
  • Maintain internal controls and financial management systems.
  • Manage banking relationships.
  • Advise on financial risks, compliance issues, and resource allocation.
  • Ensure compliance with donor regulations (UN, DG ECHO, etc.), local Ukrainian laws, and MWH organizational policies.
  • Monitor financial and operational risks and implement mitigation measures.
  • Support annual, donor and external audits, donor reviews, and investigations as required.

Procurement and Contract Management

  • Oversee procurement processes and ensure compliance with donor regulations and MWH organizational policies.
  • Review procurement plans, tender processes, bid analysis evaluations, and vendor contracts.
  • Ensure transparency, value for money, and proper documentation throughout procurement processes.
  • Monitor supplier performance and contract compliance.

Administration and Operations

  • Oversee management of MWH offices and facilities, equipment, and other property and operational support functions.
  • Ensure appropriate systems are in place for records management, insurance, leases, and statutory registrations.
  • Review inventory tracking and reporting and oversee the preparation and submission of annual inventory reports to HQ
  • Maintain effective operational policies and procedures.

Human Resources Management

  • Oversee recruitment, onboarding, and performance management.
  • In coordination with the HR Manager, review and revise local organizational and project-based HR procedures, identifying gaps and establishing benchmarks to ensure effective implementation, documentation, and reporting.
  • Review and approve local employment and consultant contracts.
  • Advise on employee relations, and performance issues.
  • Ensure payroll processes are accurate and compliant with donor and local regulations

Minimum Qualifications and Experience

Education

  • Bachelor’s degree in Finance, Accounting, Business Administration, or related field.
  • Master’s degree preferred.
  • Professional accounting qualification strongly preferred.

Experience

  • Minimum 10 years of experience in finance and operations management.
  • Minimum 3 years in a senior management role within an international NGO or donor-funded programs.
  • Demonstrated experience overseeing finance, administration, procurement, and human resources functions.
  • Experience managing donor-funded projects (EU, UN, USG, FCDO, etc.).
