Background
Ukraine’s Cohesion and Regional Development Project, UCORD, is a technical assistance project is implemented with the support of Switzerland through the Swiss Agency for Development and Cooperation by NIRAS Sweden AB.
UCORD aims for citizens, businesses, and public authorities to contribute and equally benefit from recovery actions and coherent regional development that fosters improved quality of life, resilience, peace, and social cohesion in Ukraine. The project currently supports six pilot oblasts of Ukraine: Khmelnytska, Sumska, Ternopilska, Vinnytska, Odeska and Volynska oblasts as the starting points, targeting capacity development and awareness-raising initiatives nationwide. UCORD consists of three components:
Component 1 embeds regional policy development in Ukraine by supporting and strengthening Regional Development Agencies (RDAs) in pilot oblasts.
Component 2 seeks to improve public service delivery in the WASAW (water supply, sanitation, and waste management) sector, focusing on the environment.
Component 3 aims to construct social cohesion through culture, dialogue, and creative industries.
Introduction
To ensure UCORD project effective implementation of program activities, the role of the Expert – Procurement Officer is a supportive position to strengthen the procurement department and overall project’s impact through three components – regional policy development, improved public services in the WASAW sectors, and enhanced social cohesion through the cultural and creative industries, as all three components involve procurement of various types of goods and services, including short-term experts and administrative activities.
Objectives of the Assignment
The Procurement Officer will provide technical support in procurement and contracting management in compliance with procurement guidelines, donor regulations, specifically, in accordance with the UCORD Project Implementation Manual and FDFA procurement procedures, national legislation and project-specific frameworks.
Scope of Work
- Drafting agreements/contracts to ensure the implementation of project activities;
- Maintaining the Inventory of agreements/contracts concluded by UCORD for the purchase of services/equipment/goods on a monthly basis;
- Tracking the validity of agreements/contracts and timely informing relevant personnel of the expiration of contracts ensuring the extension and suspension of contracts, if necessary;
- Tracking the total cost and/or number of days stipulated in the contracts to ensure that these limits are not exceeded;
- Conducting market research for potential service providers/suppliers, assessing their reliability, quality of products or services and favourable terms of cooperation;
- Negotiating with current and potential suppliers/service providers (short-term consultants/experts, procurement of services/equipment/goods);
- Conduct due diligence review of potential suppliers/service providers;
- Supporting the Procurement Manager in conducting the tender procedures, drafting tender documentation, coordinating the procurement process, online archiving of tender documents for proper storage and registration;
- Review procurement processes within RDAs grants implementation as well as other partnership grants to ensure compliance with the project’s procurement terms and alignment with national legislation;
- Monitoring the performance and compliance with the terms of services, delivery of goods/equipment, as well as the quality of services provided and/or goods/equipment delivered;
- Maintaining and complying with the document flow to support procurement (preparation of procurement documents, preparation and conclusion of contracts/agreements, initiation of payment, etc.);
- Consulting project team regarding the procurement procedures, conclusion of agreements/contracts, etc.;
- Tracking the project procurement workflow and updating status of all procurements;
- Ensure that all procurement records and contracts are properly maintained for audit readiness;
- Serving as a procurement focal point in the absence of Procurement Manager.
Deliverables
Procurement Officer shall be responsible for delivering the following outputs:
- Regular procurement status reports, covering ongoing procurement processes, active contracts, including identification of performance issues, contract amendments, risks and closure planning.
- Drafted and finalised contracts and supplementary agreements, ensuring compliance with applicable procurement rules and requirements.
- Communication conducted with current and potential suppliers/service providers, including collection of relevant information, provision of templates and feedback as required.
- Review of Terms of References (ToRs) and technical specifications, with comments and recommendations to ensure clarity, completeness and procurement readiness.
- Review of procurement documentation under grant schemes, ensuring compliance with the project’s procurement requirements and national legislation, with clear recommendations for improvement where needed.
- Preparation of tender documentation, and management of tender procedures, including drafting of tender documentation, support to evaluation processes, and documentation of results in line with applicable rules.
- Due diligence assessment of potential suppliers/service providers, including verifications of eligibility, capacity and risk factors.
- Contracts and procurement trackers are completed with all updates on the regular basis.
- Maintenance of procurement and contracts tracking systems, ensuring that all records are accurate, up-to-date and regularly monitored.
- Maintenance of a digital archive of all procurement and contract documentation, ensuring full compliance with audit and donor requirements, proposing improvements when needed.
- Participation in internal and external meetings and events, providing procurement related guidance and support; preparation of concise notes, conclusions and follow-up action as required.
Qualifications of the Consultant:
Education
Master’s degree in a relevant field of study such as accounting, finance, business administration, project management, law or other relevant filed.
Relevant Experience:
- A minimum of 7 years of progressive experience in procurement, grants management, or operations support, preferably with international organisations or donor-funded projects.
- Demonstrated experience working with non-profit organizations and public institutions, will be considered an advantage.
- Proven experience in applying public procurement frameworks and international donor regulations and procedures, including familiarity with PRAG (Practical Guide to Contract Procedures for EU External Actions) or equivalent.
- Solid experience in contracting, administering and oversight of service providers (consultants/experts) and suppliers of goods and services.
- Experience in managing tendering processes, including preparation of tender packages, evaluation of bids and contract award procedures.
Skills
- Strong technical, analytical and problem-solving skills, with attention to detail and compliance;
- Strong knowledge of national procurement legislation and practical application of procurement procedures;
- Ability to conduct market analysis, assess value for money and identify and mitigate procurement-related risks;
- Strong negotiation skills and ability to manage relationships with service providers, suppliers, and stakeholders;
- Strong written and communication skills with ability to produce clear procurement documentation and reports;
- Strong organisational skills and ability to manage multiple processes simultaneously under tight deadlines;
- Good command of English, both written and spoken;
- Fluent Ukrainian
Reporting:
The expert reports to the UCORD Procurement Manager and Project Leader.
