Технічне завдання полягає в розробці професійного, зручного для користувачів, двомовного (українською та англійською мовами) вебсайту для програми FG4R та надання послуг хостингу. Вебсайт створюється для підтримки однієї з цілей проєкту – збереження та поширення знань задля забезпечення сталості проєкту. Вебсайт слугуватиме основною цифровою платформою для обміну знаннями, досвідом та найкращими практиками, а також для інформування про діяльність проєкту та взаємодії зацікавлених сторін.

Website Design for Fiscal Governance for Local Reconstruction and Recovery (FG4R) Program
- BACKGROUND
The Fiscal Governance for Local Reconstruction and Recovery (FG4R) program is a four-year project supported by Switzerland through the Swiss State Secretariat for Economic Affairs (SECO) and implemented by Cowater International. The program strengthens the capacity of five Ukrainian partner cities in maintaining effective public financial management, including strategic budgeting, revenue and debt management, internal control systems, and public investment planning to support recovery, investments, reconstruction, and improved public service delivery.
- OBJECTIVE
The objective of this assignment is to develop a professional, user-friendly, bilingual website (Ukrainian and English) for the FG4R program and to provide hosting services. The website is meant to support one of the project goals – to capture and disseminate knowledge gained throughout the project, contributing to its lasting impact and sustainability. The FG4R website will serve as the primary digital platform for sharing knowledge resources, lessons learned, and best practices, communicating program activities, and facilitating stakeholder engagement.
- SCOPE OF WORK
The website developer/development company will be responsible for the following tasks:
3.1 Website Design
- Design a responsive, modern website compatible with desktop, tablet, and mobile devices
- Ensure bilingual functionality (Ukrainian and English) with easy language switching
- Implement an intuitive navigation structure based on the agreed sitemap
- Create a clean, professional design aligned with project and donor branding guidelines (to be provided upon award)
- Ensure fast loading times and optimized performance
- Implement accessibility features (WCAG accessibility standards)
3.2 Content Management System (CMS)
- Implement a user-friendly CMS for easy content updates
- Provide an administrative backend with role-based access controls
- Enable content editors to add/edit pages, news articles, events, and resources without technical knowledge
- Include media library management for photos, documents, and videos
- Implement SEO-friendly URL structures and metadata management
3.3 Required Website Sections
The website must include the following sections (content to be provided by FG4R team):
- Home: Project overview, key messages, latest news, featured content
- About: Background, program objectives, components, donor information, implementing partners, team profiles, partner cities
- Partner Cities: Individual profiles for each of the five municipalities (Chernivtsi, Khmelnytskyi, Lviv, Vinnytsia, Zhytomyr)
- Components: Detailed information on each of the four program components, with sub-pages for activities and results
- Resources: Downloadable materials including reports, toolkits, training materials, policy briefs, case studies (with categorization and search functionality)
- News & Stories: Blog-style section for news updates, success stories, case studies (with filtering by topic, date, city)
- Events: Calendar of workshops, trainings, conferences with event summaries and photo galleries
- Knowledge Hub/Community of Practice: Dedicated section for peer learning resources, discussion forums, or links to external platforms
- Media: Photo gallery and video repository
- Contact: Contact information, inquiry form, location map, social media links
3.4 Technical Features
- Search functionality across all website content
- Secure contact/inquiry form with spam protection (propose reasonable approach)
- Social media integration /auto-posting on Facebook/ (optional)
- Document repository/resource library with upload, categorization, and download functionality.
- Event calendar with registration functionality (optional/if applicable)
- Analytics integration (Google Analytics 4 or similar)
- Cookie consent banner (GDPR compliance)
- Automated backup system
- SSL certificate and HTTPS protocol
- External linking functionality to partner platforms
3.5 Branding and Visual Identity
- Incorporate FG4R project logo and branding elements (to be provided)
- Comply with donor visibility guidelines, including proper logo placement and funding acknowledgments
- Use approved color palettes, typography, and visual elements
- Design consistent with program branding templates for news articles, case studies, resource pages, as well as other standard content templates required for the agreed website structure.
3.6 Security and Maintenance
- Implement security best practices (regular updates, secure coding, malware protection)
- Provide SSL certificate installation
- Set up regular automated backups
- Implement spam protection for forms
- Provide documentation for handover maintenance
3.7 Training and Documentation
- Conduct training sessions (online and/or in-person) for program staff on CMS usage
- Provide user manuals in English and Ukrainian
- Create video tutorials for common tasks (adding content, managing resources, updating pages)
- Provide general technical documentation for basic website administration and maintenance
3.8 Testing and Quality Assurance
- Conduct comprehensive testing across different browsers (Chrome, Firefox, Safari, Edge)
- Test mobile responsiveness on various devices and screen sizes
- Perform load testing and performance optimization (propose reasonable testing approach)
- Conduct accessibility audit
- Test all forms, links, and interactive features
- Provide staging site for review before launch
- DELIVERABLES
- Website Design Mockups: High-fidelity mockups of key pages (home, about, resources, news) for approval before development
- Information Architecture and Sitemap: Comprehensive sitemap showing website structure and navigation
- Fully Functional Website: Complete, tested website meeting all requirements.
- Content Management System: Configured CMS with all required features and plugins
- User Manuals: Comprehensive documentation in English and Ukrainian
- Training Materials: Presentations, video tutorials, and quick reference guides
- Technical Documentation: Server requirements, security protocols, backup procedures, troubleshooting guide
- Source Files: All design files, templates, and code (required for installation)
- Warranty Period Support: minimum a year of technical support after launch.

- QUALIFICATIONS AND EXPERIENCE
The website development company should demonstrate:
- Proven experience in developing professional, responsive websites (minimum 3-5 years)
- Portfolio demonstrating similar projects for international development organizations, NGOs, or government agencies
- Expertise in modern web development technologies (HTML5, CSS3, JavaScript, PHP, etc.)
- Proficiency in CMS platforms (WordPress, Drupal, or equivalent)
- Experience with bilingual/multilingual website development
- Understanding of accessibility standards (WCAG 2.1)
- Knowledge of SEO best practices
- Experience with responsive design and mobile optimization
- Ability to work with branding guidelines and donor visibility requirements
- Strong communication skills in English
- References from previous clients (minimum 3)
- CONTRACTING ARRANGEMENTS, BUDGET AND PAYMENT TERMS
The selected developer/company will sign a contract with Cowater International. The contract will specify deliverables, timeline, payment terms, intellectual property rights, and warranty provisions. The website and all associated materials will become the property of Cowater/FG4R program upon final payment.
Payment will be structured as follows:
- 30% upon approval of design mockups
- 40% upon delivery of a fully functional website and successful launch of the live website
- 30% upon completion of warranty period and delivery of all final documentation
Note: Payment terms and a timeline are indicative and may be adjusted based on agreements, project needs, and client approval processes.
- SUBMISSION INSTRUCTIONS AND EVALUATION CRITERIA
Interested developers/companies should submit:
- Portfolio: Examples of at least 3 similar websites developed using the proposed CMS (with live links if available)
- Technical Proposal: Detailed description of proposed approach, compliance with requirements, technologies, CMS platform, proposed maintenance and support, and timeline. (maximum 10 pages)
- Hosting Recommendations: Proposed hosting options with specifications and costs.
- Work Plan and Budget: Detailed timeline with milestones + itemized budget breakdown including design, configuration and customization solution, CMS setup, training, hosting (first year), warranty support, and other costs in UAH.
- References: Contact information for at least 3 previous clients.
- Company or individual profile, including business information and contact details.
Proposals will be evaluated using a trade-off approach, whereby the contract will be awarded to the bidder offering the best overall value for money, based on a balanced assessment of technical quality and cost.
