Project Summary

Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine’s post-war reconstruction and long-term energy security.

Position Summary

Tetra Tech seeks a Procurement Audit Manager who will be responsible for managing and conducting audits and inspections for the procurement and delivery of material assistance to Ukraine’s energy sector. The Procurement Audit Manager will prepare procurement audit assessments, inspect delivered equipment and materials, and ensure compliance with contract agreements between Tetra Tech and selected vendors to support adherence to delivery times, technical and quality specifications, and delivery to end users. The audit function is essential to ensure compliance and transparency, and the Procurement Audit Manager is instrumental in ensuring that the organization’s procurement activities are conducted efficiently, ethically, and in compliance with regulations. This position will report to the Senior Procurement Audit Project Manager. This is a full-time position for Ukrainian citizens for the duration of the program (until April 2029), to be based in the Kyiv office. 

Position Responsibilities

  • Plan and execute the procurement audits and inspections; review and assess procurement working processes, policies, and procedures; examine procurement records, contracts, and documentation.  
  • Conduct risk assessments related to procurement activities; ensure compliance with procurement laws, regulations, and organizational policies. Identify potential areas of risk, fraud, or noncompliance, and recommend corrective actions.
  • Ensure transparency, compliance, and efficiency in procurement processes by supporting reviews of contracts, policies, and practices to identify weaknesses or inefficiencies. This includes evaluating vendor relationships and internal controls, ensuring adherence to Tetra Tech regulations, and drafting audit reports with recommendations for improvements to enhance the overall effectiveness of procurement activities and minimize risks.
  • Collaborate with third-party monitors and external auditors. Share relevant information and reports to facilitate the audit process.
  • Maintain effective communication with procurement staff, vendors, beneficiaries, and final recipients of goods, equipment, and services.
  • Interview program staff as required during audits.
  • Analyze procurement performance metrics, interview procurement personnel and stakeholders, and generate audit reports with findings, recommendations, and action plans.
  • Perform other relevant duties as assigned.

Required Qualifications

  • Bachelor’s degree in law, finance, engineering, business administration or other relevant field
  • Minimum of five years of relevant experience serving as procurement manager, operations manager, internal auditor, or accounting manager
  • Excellent organizational skills and ability to meet deadlines  
  • Strong communications skills, both oral and written; detail-oriented; ability to work independently
  • Fluency in Ukrainian and full proficiency in English
  • Ability to handle a high volume of large, complex tasks
  • Willingness to travel at least monthly to various locations around Ukraine, as required
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint) and data management tools  

Preferred but Not Required Qualifications

  • Master’s degree in law, finance, engineering, business administration, or other relevant field  
  • Experience supervising staff
  • Experience on donor-funded international projects or U.S. government–funded projects

Line Management Responsibility: N/A  

Physical Demands and Work Environment: This position will require regular attendance at the office in Kyiv and will entail frequent travel within Ukraine to interact with local stakeholders.
