1. Background
CBM is a non-profit international development and humanitarian organisation
dedicated to improving the quality of life of persons with disabilities. With over 115
years of experience working alongside people with disabilities globally, CBM strives
to remove the barriers that marginalise them in low and middle-income countries of
the world. CBM is not an implementing organisation. In line with the localisation
approach, it collaborates with local civil society organisations on the ground. Since
the onset of the war in Ukraine in February 2022, CBM has been at the forefront of
providing inclusive humanitarian assistance to persons with disabilities, war injuries
and mobility impairments. Through a combination of strategic partnerships and
direct interventions, CBM has been able to deliver essential support to over 98,000
people in need, both within Ukraine and in neighbouring countries.
CBM Germany seeks to engage an external HR consultant with a strong legal
background for a limited number of working days. The consultant will support
the set-up of an appropriate HR system for the Ukraine office, including HR
policies, procedures and templates and will provide technical guidance on
compliance with national labour legislation and HR administration
requirements. The assignment requires a professional with a strong legal
background, capable of translating Ukrainian labour law and regulatory
requirements into compliant and practical HR policies, tools and procedures
within an international NGO context.
2. Objectives
By the end of the consultancy, HR team will have the knowledge, tools and capacity
to independently manage compliant, competitive and context-appropriate HR
processes for CBM Ukraine, including recruitment, contracting and salary
structuring.
3. Scope of Work
• Review Ukrainian labor laws related to employment contracts, working
hours, leaves, benefits and termination procedures.
• Provide taxation and social security guidance, including employer
contributions, income tax and military tax.• Conduct salary benchmarking for standard NGO roles in Ukraine, working
collaboratively with our Compensation and Benefits Specialist to ensure
alignment with Birches.
• Advise on recruitment channels, review job descriptions and support
interview processes where relevant.
• Adapt selected global HR policies to the Ukraine context and identify related
compliance risks.
• Develop template employment contracts, a salary grid proposal and a
Ukraine HR Compliance Guide.
4. Expected Deliverables
• Ukraine HR Compliance Brief: covering recruitment and grounds for
termination, leave entitlements, sick leave, maternity and parental leave,
business travel, dismissal procedures, requirements for fixed-term and
open-ended contracts, employment and termination of persons with
disabilities and military registration requirements;
• Development of a salary grid in line with CBM internal and Ukrainian
standards
• Template employment contracts and guidance on employment
commencement for local staff, including actual admission to work under
Ukrainian labour law.
• Recommendations for recruitment processes, job advertisement
strategies and local benefit expectations (for example, the possibility of
remote work as an advantage and the availability and content of a social
benefits package).
• Short training for HR Global Kenya and CBM Ukraine;
5. Qualification Requirements
Education
• Bachelor’s degree or Master’s degree in Human Resources, Business
Administration, Law, Public Administration or a related field.
• Professional HR certification preferred
• Documented training in labour law, taxation, compensation & benefits, or
recruitment is an advantage.• Training in safeguarding, PSEA, compliance, or NGO HR systems is an asset.
Relevant Work Experience
• Minimum 5 years of progressive HR experience in Ukraine.
• Experience of developing /consulting on HR processes on set-up stage of the
company.
• Experience in NGOs/INGOs strongly preferred (humanitarian or development
sector).
• Experience working with international teams, remote cooperation and multi-
cultural environments.
Technical Expertise
• In-depth knowledge of Ukrainian labour law, employment contracts,
compliance obligations.
• Solid understanding of Ukrainian taxation and social security contributions
(employee + employer).
• Proven experience in salary benchmarking, compensation analysis and
creation of salary grids.
• Strong experience in designing and managing recruitment processes, incl.
sourcing, interviewing, shortlisting.
• Experience adapting global HR policies to local legal and operational
contexts.
• Familiarity with NGO standards including Duty of Care, safeguarding, PSEA
and HR risk management.
Skills & Competencies
• Strong analytical and advisory skills.
• Ability to communicate complex legal/HR topics in a clear and actionable
way.
• High level of professionalism, discretion and ethical judgement.
• Ability to work independently, manage timelines and coordinate with
multiple stakeholders.
Language Requirements
• Full professional fluency in Ukrainian and English is essential [orally and in
writing].
