IFES is a non-profit, non-partisan international organization. The Digital Transformation Advisor will liaise with and advise IFES and key government and non-governmental stakeholders, and lead in conceptualizing, advising, planning, and implementing strategic programmatic approaches related to digital transformation, e-governance, cybersecurity, and new electoral technologies.
Scope of Work:
- Conduct regular reviews in this field and design all IFES Ukraine activities related to digital transformation, cybersecurity, and new voting technologies;
- Participate in designing the scope, review, and support of IFES’ future cybersecurity and digital transformation activities;
- In collaboration with IFES staff, represent IFES at public events and in meetings with government and non-governmental partners;
- Advise on the conceptualization of a roadmap for considering new electoral technology, based on international good practice and lessons learned;
- Develop and implement a strategy for engagement of the private sector and civil society in digital transformation efforts;
- Contribute to assessment and analysis efforts, reporting, and briefings on digital transformation and cybersecurity issues;
- Draft strategies, roadmaps, regular reviews, analytical reports, publications, briefings, analyses, and assessments in the field of cybersecurity and digital transformation;
- Organize round-tables, conferences, assessments, surveys, trainings, consultations with key stakeholders, and coordination meetings with partners;
- Coordinate the work of consultants involved in the IFES activities in the field of cybersecurity and digital transformation;
- Provide technical expertise and insight on relevant documents regarding IFES’ procurements of goods and services related to cybersecurity and digital transformation.
Deliverables:
- Drafted strategies, roadmaps, regular reviews, analytical reports, publications, briefings, analyses, and assessments in the field of cybersecurity and digital transformation.
- Minutes from the meetings.
- Administrative documents for IFES procurements of goods and services.
- Program documents, recommendations, explanatory notes, comparative tables, and other requested documents.
Professional requirements:
- PhD or equivalent degree in international relations, political science, law, cybersecurity, and digital transformation is preferred.
- Minimum 10 years of professional experience.
- In-depth knowledge of digital transformation reform and cybersecurity strengthening efforts in Ukraine.
- Familiarity with CEC ICT infrastructure and Ministry of Digital Transformation systems, such as Diia, preferred.
- Knowledge/experience in combating disinformation and the use of ICT tools for strategic communication will be considered a plus.
- Practical experience in implementing innovation in electoral processes would be considered an advantage.
- Fluency in English and Ukrainian is required.
- Excellent communication, presentation, and briefing skills.
- Strong judgment and ability to work independently and in teams.
- Advisory experience in developing and supporting electoral cybersecurity or electoral digital transformation.
- Strong analytical skills and ability to manage multiple initiatives within prescribed timelines.
- Excellent writing skills would be an asset.
LANGUAGE SKILLS: Fluency in written and spoken English and Ukrainian languages is required.
TRAVEL: Travel may be required.
