Background
Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early projections indicate that if the war should continue in the medium to long term, up to 90% of the Ukrainian population could face poverty and extreme economic vulnerability, and the country’s socio-economic progress could be set-back by almost 20 years.
In addition, the country faces losses of many people’s lives and devastative destruction of infrastructures and economic bases. Currently, more than 50% of the energy infrastructure damaged, causing the massive disruption of energy supply nationwide with millions of people experiencing power outages and challenges in heating. Extensive scale of destruction of infrastructure, rehabilitating or constructing infrastructures and installing equipment with necessary supply of the materials is urgently required to restore or maintain life-line and key basic services, followed by removal or mines and explosives as well as debris.
The widespread presence of landmines, cluster munitions, and other explosive remnants of war (ERW) in Ukraine pose a considerable and mounting threat. To address the emergency needs in the country, and meet long-term goals for Ukraine, UNDP is scaling-up Mine Action interventions through its a multi-donor funded Mine Action project which enhances the national capacity of Mine Action authorities and emergency service responders, establishes normative frameworks and links Mine Action with sustainable development outcomes.
Under the overall supervision of the Programme Manager and direct supervision of the Operational Support Specialist provides reliable and safe driving services ensuring high accuracy of work and supports the project with administrative issues as needed. The Driver/Clerk demonstrates a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of different national and cultural backgrounds.
UNDP Ukraine invites applications from highly qualified and experienced Ukrainian professionals for the post of the Driver/Clerk.
The incumbent will accelerate gender equality and women’s empowerment with all implementations and promote UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse.
Duties and Responsibilities
1. Driving and Transportation Responsibilities
- Timely and safe driving of Project employees, consultants, guests, visitors, UNDP staff with authorization from Project management and UNDSS.
- Driving the UNDP vehicle for delivery and collection of mails, documents, pouches, equipment, and other administrative tasks upon request of direct supervisor.
- Ensuring that all instructions regulating safe driving behavior and Rules of the Road are in hand and strictly followed.
2. Vehicle Maintenance and Safety
- Performing tasks related to the daily maintenance of the vehicle.
- Ensuring that the assigned vehicle is clean and roadworthy.
- Maintaining daily vehicle logs (mileage, fuel consumption, travel routes, signatures of passengers) and submitting logs to direct supervisor on a timely basis.
- Ensuring that repair and maintenance services are performed on a timely basis and with authorization from the direct supervisor.
- Ensuring that the vehicle has valid insurance and a first aid kit.
- Ensuring that the vehicle has PPE in sufficient quantity for all passengers and driver, trauma bag, and satellite phone if required for planned trips.
- Assist in vehicle history records preparation, collecting all vehicle-related documentation (scan copies of invoices, receipts, acts, insurance certificates, etc.).
3. Logistical and Field Support
- Assist in the organization of logistical preparation of field trips, visiting missions, etc.
- Assist in reviewing records related to in-country missions and field trips.
- Assist in the preparation of Field Trip Reports to grant security clearance from the Security Unit.
- Loading/unloading of light cargos delivered by the vehicle.
4. Office and Administrative Support
- Assist in general maintenance of the office premises assigned to the Project.
- Provide clerical support for operational and project activities.
- Assist in general maintenance of the office premises (repeated for emphasis).
- Performing other duties as required.
